Current research information systems in Portugal: presentation of a case-study.

This paper surveys the recent developments in Portugal related with the development of current research projects information systems, giving a broad perspective of the activities carried out in this field, the most important steps already taken and the potential problems foreseen in the near future, namely the ones related with evaluation and monitoring issues. It is my understanding that the information systems supporting the national scientific policy in this respect should be analysed, in light of the recent developments on the harmonisation of current research information systems in Europe (and specifically respecting common standards established for research projects, such as CERIF, as well as covering, in an harmonized way, other dimensions such as information on research institutions, researchers, research results, ...). The paper pretends to describe a case-study based on the development of a new Conceptual Model, used as a support for the implementation of a Portuguese information system on R&D Projects. It covers the application of the Model to a specific case of public funding - Programa Base de Investigação Científica e Tecnológica Nacional (1995) - co-ordinated by the Science and Technology Foundation, prior National Board for Scientific and Technological Research (JNICT-Portugal), as a way of demonstrating the valorisation process brought by such an information system. Such an information system should necessarily become a part of a more global system that supports the entire National Scientific and Technological System.
