The 4-year programme (2005-08), proposed by the European Commission, will have a budget of 149 million € to tackle the fragmentation of the European digital content market and improve the accessibility and usability of geographical information, cultural content and educational material. POLICY

The eEurope Action plan supports a richer and more dynamic market place for digital content, which is expected to yield positive results for ventures seeking capital. The Action Plan has a clear emphasis on benchmarking and generating better insight by establishing and monitoring indicators proving the market potential and viability.

Increased knowledge on e-Business in digital content have a positive impact on the potential for funding as it will provide capital sources with an indispensable context for decision making.

The INNOVATION/SMEs programme is managed by the Innovation directorate of DG Enterprise and has a legal mandate under the Council Decision on the 5th Framework Programme and its Work programme to promote the exploitation of RTD results as well as the emergence of a favourable environment for financing the exploitation, adaptation and dissemination of technology.

The eContent programme will support the eEurope Action Plan and complement the INNOVATION/SMEs programme by establishing a set of actions, including the support for a Digital Content Observatory, which will increase the European knowledge base. This Observatory will serve as a tool for business and policy.
