Proposal for Directive on Public Sector Information: the different stages
On the 5th June 2002 the European Commission adopted a proposal for a Directive on the re-use and commercial exploitation of public sector information. The proposal aims at a minimum harmonisation of the rules for the re-use of public sector information in the European Union. Currently these rules vary widely throughout the Union. This hampers the development of added-value cross-border services that use this information as an input. A European framework for the re-use of public sector information will increase certainty and thus foster investment in creativity and innovation in the area of content provision and in other sectors. Following the vote in the European Parliament on a number of amendments on 12-2-2003, the Commission adopted an amended proposal. Download document:

On 26-5-2003 the Council adopted a common position on the directive. On 28-5-2003 the Commission gave its opinion on the common position. Download document:

eEurope 2002: Creating a EU Framework for the Exploitation of Public Sector Information
Improved use of public sector information could turn this resource into a valuable asset for European citizens, businesses and administrations alike. On the 23rd of October 2001 the European Commission has launched the Communication "eEurope 2002: Creating a EU Framework for the Exploitation of Public Sector Information" which focuses on the economic and internal market aspects of public sector information. It proposes a set of actions to overcome the market barriers that exist at a European level.
