Overview (nature, goals)
The prospective research in Brussels (PRIB) programme, which has been launched in 2000, has as its objective to finance new research projects of foreign or national researchers that work for the socio-economic development of the region, within universities or high-schools located in the region. The researcher can either be a doctoral researcher or a more senior researcher who already possesses a doctoral degree, wishing to spend up to two years researching social or enterprise issues within the region. The research grant covers both costs and salary of the researcher.
Background and rationale
The rationale behind the programme is to increase financing of research at university level within the Brussels-Capital Region which focuses specifically at the economic development of the region. It is hoped that this will in turn improve the quality of research in the Region.
Overview of policy priorities
Key priorities include involving researchers, both foreign and national in research that promotes the economic development of the region. The research should be executed within specific research themes and at universities and other research institutes in the region. This serves the purpose of collaboration and partnership.

Initially concerning all research fields falling into the competence area of the region, the region has been victim of its success (too many applications in relation to funds available) and has therefore decided as of 2004 to define the eligible research themes on an annual basis. In 2009, these are:

  • Environment;
  • Mobility;
  • City and demographic growth;
  • Economy (black economy, social economy);
  • Socio-economic impact of research activities.

This measure targets universities of the region of Brussels-Capital and research centres associated to high schools.
Two types of researchers are eligible:
- young researchers (maximum 30 years old) with a degree
- experienced researchers with a doctorate level

If more than one target group is eligible Other: Several promoters can be associated to carry out a single project or several complementary projects.

Overall implementation structure of the measure
The promoter will submit the project application to its academic authorities for agreement. The promoters are responsible for the scientific management of the project as well as for the supervision of the involved researcher.
Projects are evaluated by an ad-hoc committee of independent experts from the academic world. The region selects the projects based on a proposal by the IRSIB-IWOIB following the recommendations of the expert committee. Once funded the universities/ research centres carry out their research independently.
Sub-measure structure and activities
There are no sub-programmes although there are two strands of funding- for post-doctoral researchers and for more experienced researchers.

The programme is managed by IRSIB-IWOIB.

There have been no major reviews or evaluations.
Selection criteria
The applicant can be a Belgian or foreign national proposing an original piece of research which will benefit the Brussels-Capital Region. The research must be carried out in a university located in the region. There are two types of grants: for doctoral researchers and for experienced researchers who should respectively possess a degree and a doctoral degree.
Financial support can also be given to researchers that have decided to immerge themselves in the environment which is their object of study. In this case the candidate has to concretely elaborate his research project in partnership with the public (or paragovernmental) institution and will carry his research part-time within this institution.

This programme is aimed at researchers working at universities located in the region, whether nationals of Belgium or not.

This programme is aimed at researchers working at universities located in the Brussels-Capital region, whether nationals of Belgium or not.

There are annual calls for participation with fixed deadlines.

Further Information

Over the period 2005-2007, €8,114,000 have been awarded through this scheme. In 2005, out of the 36 applications received (16 for young researchers, 10 for experienced researchers) 14 have been selected. In addition 11 extensions of funding have been granted. In total this represented €2.865m. In 2006 out of the 23 applications received (26 young researchers, 7 experienced researchers), 12 have been selected. In addition 11 extensions of funding have been granted. The total amount granted in 2006 has been €2.571m. In 2007, out of the 34 applications received, 18 projects have been retained for support (10 for young researchers and 8 for experienced researchers). In addition, four projects from the previous year have been extended. The total amount granted in 2007 was of €2.678m.

An activity report has to be submitted each year to the IRSIB-IWOIB. Results have to be presented to a monitoring committee after 1, 3 or 4 years (composed of representatives from IRSIB-IWOIB, regional administration, academia and regional government), and to a ad-hoc committee of experts from the academic world after 2 years of activities.
