1. Introduction

This document provides information on how to prepare a project proposal on Experimental School Environments . This call forms part of the intelligent information interfaces ( i3 ) initiative of Esprit Long Term Research , Task 4.4 of the 1997 Esprit Workprogramme.

This guide needs to be used with two other documents:

1. The Call for proposals , which gives the submission dates and overall budget. This document is attached in the annex.

2. The Esprit Workprogramme , which outlines overall technical coverage and priority research and development themes for the Esprit programme.

1.1 Scope and objectives of the call

The call on Experimental School Environments solicits proposals to research new kinds of IT-based tools or environments designed to enable new approaches to learning. The call focuses on learning in young children around the transition to literacy, typically in the age range of 4 to 8.

Proposals should investigate "new paradigms" for learning based on the development of novel IT-based tools or environments. The new paradigms investigated should make learning an enjoyable, stimulating and engaging activity, both on a personal and group level, promoting the development of key skills such as creativity, self-expression and learning to learn. The paradigms should encourage the active participation of pupils and teachers extending to include parents or members of the community if appropriate; they should empower the people involved with meaningful roles in the learning process.

The educational tools designed to enable new approaches to learning could be based on new types of devices, artefacts, or environments, that support interaction with one or more senses. The tools could be portable, wearable or sharable, and could have toy-like or game-like characteristics. They could be based on new systems that allow for the easy creation and access to information, supporting interaction and sharing between groups of people.

In order to achieve these aims, it is expected that educational and technological aspects must be researched and worked on together in an open and exploratory fashion, encouraging innovation. The new ideas, concepts and technologies should be tested and evaluated in relation to real school environments. To facilitate the take-up of both educational and technological elements of projects, effective ways of promoting and sharing experiences gained should be employed.


1.2 Background and Rationale

Current and emerging trends in education are increasingly moving towards learner-centred approaches. In these, learning becomes an active process of discovery based on self-motivation rather than on the consumption of facts. The role of teacher is coming more to be seen as mentor or guide, facilitating and playing an essential role in this process. This call is based on the premise that IT can play a significant role in opening the door to new learning paradigms.

In order to gain the full potential of IT, it is important to complement the introduction of current technological solutions to schools today, with a longer term vision of the future. New ideas and new paradigms have to be explored that are not bound by today's solutions. Open and visionary approaches have to be tried out that make learning a richer, more effective and more relevant activity, and ultimately a more fulfilling one.

To do so, both educational and technological aspects have to be encouraged to evolve together, aiming to result in useful learning tools and not simply an eclectic collection of "gadgets". To this end, the call explicitly encourages methodologies that intertwine learning and technological research in exploratory and iterative ways. For example, rather than accepting the linear pattern of "user requirements" leading to "building a device" leading to "testing with users", a non-linear and iterative mixing of activities such as "generation of concepts", "development of mock-ups", "understanding learners", "creation of prototypes", "evaluation" and "technological research", "refinement of concepts" is encouraged.

The special focus of the call on learning in young children provides exciting challenges from both educational and technological points of view. Educational IT-based tools are having an increasing role in teaching and are likely to play an important role in the future. In particular tools that encourage and enhance discovery, creativity, thinking and expression are very much needed, particularly at this stage of a child's development. Equally, from the technological point of view, developing new tools for young children forces technologists and designers to think about the creation of new solutions, without pre-conceptions and not merely based around text or the PC.

This call forms part of the intelligent information interfaces ( i3 ) initiative of Esprit Long Term Research. The general aim of i3 is to develop new human-centred interfaces for people in their everyday activities. A first call has led to the launch of 13 projects in mid-1997. By focusing on a single domain of activity, namely learning, and on young learners in particular, the present call complements the first one. It is hoped that in the long term, results of this effort may carry over and influence the development of new interaction tools for the population at large.


1.3 Early Learning

The basic context of this call is learning in young children around the transition to literacy, typically in the age range of 4 to 8.

This age group provides a very fertile ground for investigating new learning paradigms and new kinds of educational IT-based tools. Children in this age range represent a particularly open, inquisitive, and creative cross section of learners, that have not yet been "conditioned" into the more traditional thinking and behavioural patterns of older generations. This can serve as an exciting challenge (and as a source of inspiration) for technologists, educationalists, and designers, prompting to think openly about new alternatives. For example, working with this age group is particularly suitable when considering new learning approaches not based on text alone, since pre-conceptions of literacy have not yet formed. It offers the opportunity of taking a broader view of literacy to encompass the full range of social interactions and media.

At the same time learners in this age group have a range of particular skills and attributes that need to be developed, discovered or encouraged to flourish. Helping children to think, create, and express themselves is very much needed, particularly at this early stage in life. It is also a stage at which the notion of "learning to learn" can start being introduced. A number of specific educational and learning issues can be addressed by an individual project proposal. All of these should aim to encourage learning through active participation. Developing approaches for the exploration, discovery or enhancement of any of the following could be considered:

Proposers should use the context outlined in this section as the starting point for the development of ideas or new paradigms for learning. This should set the background for the development of new IT-based tools aimed to provide richer, more effective and more relevant learning for young children.


1.4 New Tools

The development of new tools that can support new approaches to learning poses a variety of research challenges. A proposal should research and validate new experimental IT-based tools or environments designed to perform specific functions, in a chosen learning context. To suggest but not to constrain thinking about the characteristics or functionalities of these, some example ideas are listed below:

Sharing and group activity are an important part of learning. New kinds of tools or environments that explicitly support and encourage these could include for example:

Proposers may research, develop and validate new educational IT tools based on the examples above, or they may they may suggest new ideas of their own, or they may choose a combination of these. Whatever choices are made, proposers must develop and explain their ideas in depth and indicate how these relate to the learning context of their particular project.


1.5 Method

The development of new tools that encourage new forms of learning depends on the interplay of a range of skills and activities. A project will have to bring together a range of activities relating to learning, technology, design and validation. It is expected that proposals should explicitly plan processes that intertwine these activities in exploratory and iterative ways.

Projects should emphasise early validation and refinement of concepts. A traditional linear plan of "obtaining user requirements" leading to "building a device", and terminating with "testing with users", is not considered sufficient. Instead a more exploratory and iterative approach is encouraged, involving a number of concurrent and inter-linked activities, eg:

Preferably, these should occur with iterative feedback between them. For example, generation of a new concept may lead to a specific study of learners or could lead to the development of mock-ups. Likewise, evaluation does not necessarily occur only at the end of a project but may be carried out on new concepts or early prototypes.

Consideration of how educational assessment will be done is an essential part of any project, and it is expected that new ideas, concepts and technologies should be tested and evaluated with children in real school environments. There are a number of related issues that a project could consider, for example:

Other methodological aspects, in keeping with the general outlines above, may also be considered; these should be described in detail and reflect in a project plan.


1.6 What to do if you want to submit a proposal

If you want to submit a proposal you should take note of the following:

  1. Proposers are encouraged, on a purely voluntary basis, to submit pre-proposals for consultation with the Commission services. The purpose of the pre-proposal service is to give feedback and advice to proposers before submitting full proposals. See Chapter 3 for more information.
  2. The format and evaluation criteria for full proposals are described in Chapter 4 . Full proposals will be evaluated independently of any comments given on pre-proposals. Further details on submissions is given in Chapter 5 .


2. Participation

2.1 Rules on Participation

From EU member states

The programme is open to all legal entities - i.e. people and organisations - established and carrying out RTD activities in the Member States of the European Union (industrial firms, both large and small enterprises aimed at bringing products and services to the market - universities, higher education institutes, research organisations, etc.), and to the Joint Research Centre of the EC.

The group of proposers must contain at least two non-affiliated participants from different member states or from one member state and one state associated with and financially contributing to the Programme.

From associated and financially contributing states

Participation in this programme, with financial contribution from the EU, is open to any legal entity established or carrying out RTD activities in a third country associated with and contributing financially to the implementation of this Programme.

These are currently: Iceland, Israel, Liechtenstein and Norway.

From other European countries, Australia, Canada and South Africa

Legal entities established and carrying out RTD activities in other European countries or in countries who have concluded an S&T; agreement with the EU (not financially contributing as described above) may participate in the programme on condition that:

These states are at printing date: Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Cyprus, Czech Republic, Estonia, Georgia, Hungary, Latvia, Lithuania, Malta, Moldavia, Poland, Romania, Russia, Slovakia, Slovenia, Turkey and Ukraine, for which financial support by the EU would, in the case of acceptance of the proposal, normally be provided from funds other than the Esprit budget (an explicit request for such funding has to accompany the proposal).

Swiss, Australian and Canadian organisations may participate under the above conditions, but without funding from the EC. It is expected that agreement with South Africa will be reached in 1997, so that organisations from South Africa may from then on also participate under the above conditions without EC funding.

Organisations from other states

Legal entities established in states other than above listed, may participate on condition that:

Organisations from Japan, Korea, New Zealand, Taiwan and the USA are not eligible for funding from the EU.

For organisations from other countries, financial support by the EU may be provided from funds other than the Esprit budget. An explicit request for such funding has to accompany the proposal.

International organisations

International Organisations may participate on condition that:

Financial support from the Esprit Programme may be provided to international organisations situated in Europe on a case by case basis. An explicit request for such funding has to accompany the proposal.


2.2 Financial and Contractual Conditions

If your proposal is successful in the evaluation and is selected for further negotiation, the Commission services will contact you for finalisation of the Project Programme and budgetary aspects.

The Project Officer assigned to be the responsible Commission official will provide you with the necessary documentation. The time needed in this phase depends on the complexity and evaluators' comments, but normally negotiations would take between 4 and 8 weeks if the work is well planned by the consortium.

The contract used for LTR Projects is the standard Cost Reimbursement Contract for RTD as adapted to the Esprit programme.

The contracts provide explicit definitions of the partnership, the reporting obligations, the allowable costs and other financial conditions and the intellectual property right conditions. The contractual terms cannot be overruled by a consortium agreement, but the latter is recommended to clarify management and exploitation issues arising between the members of the consortium. A model text is not available as it would depend very much on the specific situation of the consortium and the work to be done under the associated contract.

The essential contractual/financial aspects for Cost Reimbursement contracts are the following:

The Commission contributes 50% of the actual allowable costs, including overheads. Labour rates, including overheads, need to be accepted by Commission services on the basis of a detailed explanation using analytical budget accounting. For universities and research institutions which do not use analytical accounting systems, the Commission may decide that they must use the so-called 100% additional cost method. This method excludes labour cost of permanent staff and allows only limited overheads. For precise details see the contract text.

Reporting on results is to be described in the Project Programme , which will form Annex 1 to the contract. Normally every 12 months cost statements and progress reports are required and a review meeting held with external expert reviewers, to monitor the progress.

Consortia consist of:

Intellectual Property Rights (IPR). The partner who creates (invents) will be the owner of the IPR. Every partner is obliged to provide free licenses for research and exploitation of the results obtained in the project to all contractors. They should also allow access on favourable conditions to background results where needed for exploitation of the project results. Partners have obligations to provide access to IPRs for research to EU and associated state participants in other projects. It is advised that you read carefully the precise contractual conditions, as stated in the Annex II of the standard contract.


3. Submitting a pre-proposal

3.1 Why submit a pre-proposal?

For this call, Esprit Long Term Research is providing a service that will receive and informally evaluate pre-proposals. The purpose of the pre-proposal service is to give feedback and advice to proposers before they submit full proposals. External experts will be consulted in the process. A response to pre-proposals submitted will be provided as soon as possible and certainly before 15/12/97. Following the evaluation of pre-proposals, proposers could obtain feedback of the following nature:

Full proposals will be evaluated independently of any comments given on any pre-proposal. In addition, the Commission is not bound, in the evaluation of full proposals, by any comments given on any pre-proposal.


3.2 Format of a pre-proposal

A pre-proposal must reflect and develop the ideas described in chapter 1 of this document, and suggest an original and specific project concept within that context. Proposers should take the text of chapter 1 as background reference when preparing a proposal.

A pre-proposal should include sections describing each of the following:

1. Objectives of the project consistent with those described in sections 1.1 and 1.2 .

2. Early learning approaches proposed based on section 1.3.

3. New tools that will be developed based on section 1.4.

4. Methods that will be employed in the project; see section 1.5.

5. Approximate budget and brief description of proposers .

Pre-proposals should be no longer than 4 pages , and use a font size of not less than 12 pt.


3.3 Deadline for pre-proposals

4. Full proposals: Evaluation, Format and Criteria

4.1 The evaluation and selection process

The submission and evaluation of full proposals will be done in a single step. Note that proposers have the option of submitting pre-proposals that will be assessed by Commission services and for which feedback will be given (see chapter 3 ).

All proposals are evaluated by a panel of specially selected experts who are all bound by a confidentiality agreement and a code of conduct to avoid conflicts of interest. The evaluation will be exclusively based on the criteria set out in this section. The evaluation will be carried out under the responsibility and co-ordination of the Commission who will also interact with associate Programmes.

An indicative budget allocation of up to 13 MECU has been reserved for this call.

4.2 Proposal preparation and evaluation criteria

This section specifies the recommended structure of proposals as well as the evaluation criteria which need to be satisfied.

A proposal is comprised of two parts:

Part 1: providing the administrative and financial data

Part 2: providing the technical description of the proposed project.

You may submit proposals in any official language of the EC. However, it would be appreciated if you supply at least the summary in English as this will facilitate the speedy evaluation of proposals.

The description of the proposal structure given below includes the criteria which have to be addressed in each of the sections.

A proposal must reflect and develop the ideas described in chapter 1 of this document, and suggest an original and specific project concept within that context. Proposers will need to use chapter 1 as background reference when preparing a proposal.

Part 1: Administrative and financial data

To complete Part 1 of the proposal you need to complete all the forms as given in Annex 1. You can obtain an electronic version of these forms by downloading them from the Esprit Web pages. You are strongly recommended to use this way of data preparation and send the prepared diskette along with the proposal.

If you use the Web software to prepare a diskette, it will make it easier to fill in the correct data in the right format. You can also make clear print-outs and it will help Commission services to enter your data quickly in their database. Of course, you may complete the paper forms, or the forms as they are provided by other programmes for RTD Project proposals, as these contain the same questions. In either case, please follow carefully the detailed instructions.

A complete Part 1 comprises:

The duly completed forms 1a , 1b and 2 as given in the Annex A.

Form 1a must include the signed declaration of the co-ordinator concerning possible involvement of his organisation in other related or similar proposals in the same or other Calls, in Esprit or other EC programmes.

Form 1a must also contain a short (max. 1,000 characters) project synopsis. This will be used by both programme staff and external evaluators during the evaluation and will be copied on the evaluation reports provided to the Member State Committee. It should state what is covered in the proposed project, its rationale and importance.

Please note that the Commission will not edit or reduce the synopsis in any way. If the synopsis is longer than 1,000 characters, all characters above this will be lost automatically.

Form 1b must present the proposal resource breakdown per partner as well as other administrative information concerning the proposal. The action type is "PL" and the Workprogramme task is "4.4"

Form 2 must be completed by each participant, including associate partners, and present the individual participant profiles.

A written statement of each participating organisation, signed by a representative of the organisation duly empowered to do so, and authorising its participation.

Part 2: Description of the Proposed RTD Project

Your project description should follow the recommended structural outline given below and provide all the information requested in no more than 20 pages . It should contain the following sections:

The description of these sections as well as the criteria used for assessment are given below. Evaluators will be asked to use these evaluation criteria to assess your proposal. These are designed to provide a fair, practical and consistent way of establishing to what extent proposals meet the goals of Esprit and this specific call. It goes without saying that evaluators are best helped in conducting their task if the information provided is concise and follows the recommended structure. Any irrelevant information should be avoided.


A one page summary should capture the essence of the proposal. It should summarise:

5. Submitting a Full Proposal

Each proposal must have a co-ordinating proposer (the co-ordinator), to whom this section of the information package is primarily directed. Normally, the co-ordinator will become the project co-ordinator, if the proposal is ultimately successful

Proposals should be submitted by you, co-ordinator, and you will be responsible for the liaison with the Commission.

You should submit one full original of the proposal plus 6 copies. This includes the forms and any useful information you choose to include, as long as it is relevant and succinct.

It is your responsibility to assemble the proposal and you should submit it in one parcel.

It is also your responsibility to ensure that the proposal is delivered at the appropriate address before expiration of the deadline.

Important note

Do not send proposals by fax or E-mail. Do not announce by fax or telephone that the proposals are in the mail. Faxes and telephone calls of this nature hinder the operation of the Commission in handling proposals, and will not be acknowledged. Until two weeks have elapsed, do not telephone or fax to enquire whether your proposal has been received.

Do not send or deliver your proposal to Esprit Commission Offices. This would create considerable delays. The only correct address is the one mentioned above.

Deadlines for Submission

For deadlines please consult the official call text , refering to task 4.4. The text is included in the Annex to this document. For full proposals you should refer to the second highlighed paragraph on page 31 .

Acknowledgement of Receipt Form

You should include – in the parcel in which the proposal is delivered - a separate envelope containing the official ' Acknowledgement of Receipt' form as given in the Annex. On this you – the co-ordinator - must put your organisation's name and address and the title of the proposed project. This will ensure that the acknowledgement is returned to you correctly addressed.

Before it is returned, however, the Commission's reception staff will record the date of receipt and a unique reference number on the form. This reference number must be used in all subsequent correspondence relating to the proposal.

You should ensure that all proposers are given the proposal reference number and use it in all contacts with the Commission.

If you do not receive an ' Acknowledgement of receipt ' within two weeks after the closing date of the Call, you should send a fax to the IT Programme office, indicating the acronym, title, domain, type of action and name of co-ordinator. You will receive an answer by fax within one week. You are strongly advised to retain proof of dispatch if the proposal is mailed or sent by courier.

Submitting the proposal to other programmes

You are advised to submit only once and not to send proposals which are essentially the same to different domains of the Esprit Programme or different programmes.

If the proposal is related to other Esprit domains or to other Community programmes you are advised to indicate this in the proposal itself or in an attached covering letter.

In any case you should give details on similar proposals on Form 1a and sign the declaration.

The IT programme will take your comments into account and when appropriate involve the other domains or programmes in the evaluation.

The IT programme reserves the right to redirect the proposals to another domain than indicated by the proposers or to another programme if EC staff or evaluators indicate that that would be more appropriate.
