Balancing the benefits: ICTs in developing countries
Developing countries must take urgent steps to create an advanced telecommunications infrastructure if they are to benefit from the revolution in information and communication technologies (ICT). They must be aware, though, that the impact of ICT in developing countries may not be positive, and can heighten existing inequalities.
