Its most comprehensive offering is a database of nearly 700 innovation policies and measures in 27 European countries. It also gives access to the Innovation Scoreboard (2001 and 2002 editions), which assesses innovativeness country by country according to 17 indicators. It also includes a newsletter, detailed country and thematic reports, and papers from the innovation benchmarking workshops.

The theoretical side of innovation is covered by the Innovation Policy Studies, of which there are now more than 20, covering innovation policy, finance, management and transfer. /innovation-policy/studies

The regional approach to innovation is best delved into via www.rinno.com, a “resource for regional innovation and technology transfer”. Its centrepiece is a database describing over 400 regional policies for innovation, in 16 countries, and giving contact details.

Benchmarking at European level is under way in an increasing number of policy fields. The closest complement to the Innovation Scoreboard is the Enterprise Policy Scoreboard, which compares the conditions for business activity across the EU, rather than simply for high-tech enterprises. http://europa.eu.int/comm/enterprise/
