The lists of experts may also be used to set up other panels in order to supplement the system for evaluating and monitoring the framework programmes.

Monitoring of RTD policy and programmes consists of:

Assessing progress of implementation and whether objectives, priorities and financial resources are still appropriate. This monitoring is carried out by the Commission with the assistance of independent experts.
