Supporting e-governance for citizens and society
E-governance is defined as the use of the Internet for delivering government information and services to citizens. This could mean, for example, allowing someone visiting a city website to communicate and interact with city employees. But it can also involve more sophisticated technologies, such as graphical user interfaces, instant-messaging and interactive audio/video presentations. At a time of significant societal transition, including drastic changes in economy, climate and demography, e-governance is widely seen as a way to enable multi-disciplinary problem solving, allowing people from different backgrounds to contribute to policy making. The aim of the EU-funded EGOVPOLINET project (Building a global multidisciplinary digital governance and policy modelling research and practice community) has been to bring together key players from different disciplines and backgrounds to work together in support of e-governance and policy development. Working in collaboration with the EU-funded CROSSOVER project and coordinated by the University of Koblenz-Landau, EGOVPOLINET has focussed on generating new interactions amongst experts from various scientific disciplines and practitioner groups. Eighteen partners from 16 countries, both within and outside of the EU, have come together to create a platform where people from policy making, academia, industry and governments can share and exchange knowledge and ideas. The 'Policy Community' created by the EGOVPOLINET project comprises a free virtual space where participants can come together and interact. The Policy Community also meets in the real world, gathering at international events to discuss theories, methods and practical solutions. Project partners say they welcome all comers - anyone with something to add or who thinks they can benefit from being a member of the network. Among the key project deliverables has been a new community portal for knowledge sharing, collaboration, dissemination, and multidisciplinary constituency building. The portal, accessible via the Policy Community website, allows users to browse through cases and best practices, discover new methods, identify relevant experts and organisations, and search for ideas, actors and solutions within specific fields and domains. Taken together, the resulting network will enable government to more effectively address issues currently affecting societies and citizens around the globe.
