The European Commission, DG VII, has published an invitation to tender relating to the implementation of a pilot exercise in the benchmarking of local passenger transport systems. The European Communities intend to carry out a pilot exercise in which a small group of local and regional public authorities and transport operators will assess the performance of their local transport systems against a common set of criteria, and then work in subgroups to carry out benchmarking in selected areas which are a priority for delivering improvements. The consultant contracted as a result of this call will be required to: - Develop the relevant criteria and prepare a performance-assessment guide; - Prepare a second guide with advice on how to carry out benchmarking; - Provide practical support for the authorities and operators during both stages of the process; - Make recommendations on the future development of the criteria and of the benchmarking process.
