A recent publication uses a survey of English SMEs to examine the barriers to their participation in the EU's RTD Framework Programme and make recommendations to encourage them to participate in the Fifth RTD Framework Programme. The study, conducted by Dove Communications in 1997, surveyed 58 manufacturing companies in South-east England. It will provide innovation and technology advisory organizations with suggestions for increasing SMEs' access to EU research funds, as well as giving examples of good practice with regard to the planning and implementation of RTD projects. It outlines the benefits which companies can accrue from participation in RTD projects, specific issues raised and the problems faced when working in partnership with other SMEs. The report comprises five sections: - An overview of the Fourth Framework Programme; - SMEs attitudes to and the barriers associated with their take-up of RTD funding, based on interviews with the sample of company directors; - A review of the participation of SMEs in the Fourth Framework Programme between 1994 and 1996; - Recommendations for priority actions to improve access to RTD funds by UK SMEs; - The proposed aims of the Fifth Framework Programme, and the "Innovation and Participation of SMEs" specific programme in particular.
