The European Commission, DG V, has published an invitation to tender concerning the scientific evaluation of the effects of the introduction of market forces into health systems. The purpose of the study is to look at the changes to health systems being made or under consideration in Member States which have the effect of introducing market forces into health systems. This will include certain structural reforms, such as the introduction of a provider/purchaser split, contracting out services, initiatives in managed care and cost containment measures. The study will provide an analysis of these developments and their impact, both from the economic and public health points of view. The study should cover all Member States, and also make reference to information from other countries, including accession states, where relevant. The Commission intends to award a 12-month contract, commencing in Autumn 1998.
