Commission proposal on release of genetically modified organisms (GMOs)
The European Commission has published a proposal to amend Directive 90/220/EEC on the deliberate release of genetically modified organisms (GMOs) into the environment. This proposal aims to clarify certain aspects of the scope of this Directive. The definition of what constitutes genetic modification is also clarified in the annexes, through the listing of those techniques which result in genetic modification and those that do not. The proposal outlines different procedures for the two categories of deliberate release of GMOs, and exempts products under development which are already covered by other Community legislation. An obligation to monitor the GMOs, or products containing them, after they have been placed on the market is also introduced. A simplified administrative procedure to ensure efficiency and transparency in granting consent, for fixed periods only, to place GMOs on the market is proposed. In addition, the proposal also endeavours to establish a common methodology to carry out the risk assessment on GMOs with the aim of a more centralized Community system of authorization. The regulation of imports to comply with the provisions of Community legislation, and sanctions to be applied by Member States in order to ensure the effective implementation of the Directive are also provided for.
