The European Commission, DG XI, has published an invitation to tender for designing options for the implementation of an emissions trading regime for greenhouse gases in the EU. The objective of the study is to input into the development of a strategy for the use of emissions trading and to contribute to international negotiations on the issue. The specific aims of the study are therefore to: - Develop options concerning the structure and design of an emissions trading market for greenhouse gases in the EU, taking into account existing experience and the ongoing international negotiations on principles and rules, as well as specific EU legislation; - Assess how such a system could be combined with other domestic policies and measures, as well as the external use of flexibility measures (external acquisitions/transfers through emissions trading, joint implementation and the clean development mechanism). The countries to be analysed should cover the EU Member States and non-EU countries where appropriate. The time scale of the study should be in line with the compliance schedule for the Kyoto Protocol. The entire study should be completed within nine months.
