Market forces are either being introduced into the health systems in many Member States, or such changes are under consideration. In order to look at the effects of these changes, the European Commission has published an invitation to tender for a study of issues related to these changes. The study, to be completed within 12 months, should look at structural reforms, such as the introduction of a provider/purchaser split, contracting out of services, initiatives in managed care and cost-containment measures. It should provide an analysis of these developments and their impact, from both economic and public health viewpoints. This invitation to tender replaces one published in April 1998 (OJ No S 69 of 8.4.1998 p. 33) which has been cancelled due to translation errors in the tender documents. In order to ensure that the study can be launched on schedule, the present invitation to tender will be conducted under the restricted accelerated procedure. The Commission will send tender documents to applicants which fulfil the selection criteria.
