As a means to ensure familiarity with EU policies and working methods, in view of their future accession to the EU, the European Commission has adopted a proposal for the participation of Latvia in the Community's cultural heritage programme, RAPHAEL. Under this proposal, Latvian entities can participate in RAPHAEL until it ends in 2000. The proposal lays down the terms and conditions, as well as the specific and quantified objectives of Latvian participation in the programme. The level of annual financial contributions by Latvia to the programme's budget is proposed at ECU 14,561, from which ECU 953 will cover supplementary administrative costs, related to the management of the programme by the Commission, stemming from Latvia's participation. This proposal now needs to approved by the Council, before a final decision can be taken by the Association Council, which brings together the Council and the Latvian government.
