A Commission proposal to establish a scheme to monitor the average specific emissions of carbon dioxide from new passenger cars has recently been published in the Official Journal. The proposed scheme will only apply to those passenger cars which are being registered in the Community for the first time and have not previously been registered elsewhere. Member States would be responsible for collecting and validating data on a range of information, such as the total number of newly registered passenger cars and the average specific emissions for each fuel type and manufacturer. Information on CO2 emission category and mass category, and the engine net power and capacity will also be collected. Methods for the collection of data and the format for the submission of data are specified in the annexes. The information collected will be transmitted annually to the Commission with the first information being submitted no later than 1 July 2001. Member States would report to the Commission by 31 July 2000 on how they intend to implement the provisions of the Directive.
