Commission seeks study on interconnection and access pricing for telecommunications services
The European Commission, DG XIII, has published an invitation to tender for a study on the preparation of an adaptable costing model for interconnection and access pricing in EU countries. The objective of the study is to provide a "bottom-up", forward-looking, long-run, incremental cost model for the purpose of calculating PSTN and related interconnection costs in a variety of EU regions. The model is primarily required to measure terminating interconnection costs, although it should also be able to measure call origination costs. In addition, the model should be flexible enough to be used to cost different networks, parts of networks, or different areas, where infrastructure costs, traffic profile and density can vary. The model will need to be calibrated and run to provide figures for several different national scenarios.
