The European Commission and Israel have agreed a renewal of the Scientific and Technical Cooperation Agreement to cover the Fifth Framework Programme. The existing Agreement from 1996, covering the Fourth Framework Programme, allows for the participation of Israeli research organisations in all the EU's specific RTD programmes. The Commission has now presented a proposal for the conclusion of the Agreement on the EU's side, with the aim of its entering into force for the launch of the fifth Framework Programme. The scientific and technical cooperation provided for in the proposal involves the following: - Participation of Israeli research entities in the implementation of all the specific RTD programmes; - Financial contribution by Israel to the budgets of the programmes; - Participation of EU research entities in Israeli research projects; - Regular discussions on the orientations and priorities of research policies and planning in Israel and the EU; - Discussions on cooperation prospects and development; - Information exchange on the implementation of research programmes and the results of work undertaken in cooperation. The proposal also provides for the establishment of an "EC-Israel Research Committee" which would review and evaluate the implementation of the Agreement, examine ways to improve and develop cooperation, and discuss the future orientations and priorities of research policies.
