Commission adopts new framework to promote entrepreneurship
The European Commission has responded to the recommendations of the BEST Task Force on improving and simplifying the European business environment by adopting a new communication and action plan which proposes a comprehensive strategy to promote entrepreneurship throughout the EU. This is in order to improve the competitive position of European businesses, thus stimulating growth and employment. The action plan contains a timetable for action to be initiated either at EU, national, or regional level. The progress of its implementation will be measured and evaluated by performance indicators drawn up for this purpose. This new framework for action draws on previous measures adopted by the Commission in this area, such as the Single Market Action Plan and the first Action Plan on Innovation, and provides the first comprehensive approach, with the overall objective of promoting entrepreneurship. The priority areas identified within this new framework are: - New approaches in education and training and the workplace, examining in particular new kinds of training systems adapted to different local needs and qualifications; - Improving access to finance through measures such as the "Second seed capital action" and the "Third round table of SMEs and banks"; - Improving access to research and new products through the Fifth RTD Framework Programme's horizontal action on "Promotion of innovation and encouragement of participation of SMEs"; In addition, the new framework will address the need to encourage a more user-friendly attitude within public administrations at all levels when acting as a regulator or when providing support to business.
