The European Commission, DG XVI, has published an invitation to tender for technical assistance for the development of a database on regional innovation policy (RINNO). The project will be jointly financed by the European Regional Development Fund (ERDF) and the INNOVATION programme for the dissemination and exploitation of research results. The express aim of the RINNO project is to support and facilitate the development of policy measures in favour of the promotion of innovation in firms by regional authorities in the EU. The database should be developed in close collaboration with potential user groups, including the current Regional Innovation Service (RIS) and the Regional Innovation and Technology Transfer Strategy (RITTS) project, as well as with public authorities and other agencies responsible for innovation policy at regional level. The overall aim is to make available information on specific categories of policy measures currently implemented at regional level throughout the EU. The technical assistance required will concern the following activities: - Identification and categorisation of existing policy schemes in close collaboration with a network of users in all EU Member States; - Benchmarking of schemes identified, including peer review by user groups, and case studies of good practice by experts; - Diffusion of a database of policy measures and a good practice guide through both electronic and print media, in particular through the development of a Website; - Specific actions targeted at public authorities and agencies in regions eligible under the Structural Funds, in order to assist in the design and implementation of measures and projects for the period 2000-2006.
