Regional EU telecommunications atlas
The European Commission, DG XIII, has launched an open call for tenders for a study entitled "Regional telecommunications atlas" on the current situation of telecommunications infrastructures and services in all the regions of the European Union. The study will include a high-quality presentation in both electronic and printed means of the current situation. The purpose of the study will be to obtain regional data concerning the entire telecommunications sector, including infrastructure and services, in all the regions of the EU, in view of analysing the need for accompanying measures related to regional development and cohesion. This study will address two types of indicators: - A set of pre-determined indicators covering mainly infrastructure, for which the emphasis will be on data collection at the regional level, after a short preparatory work; - A set of indicators mainly concerning advanced services that the contractor will develop in collaboration with the Commission before data collection at regional level. The study should achieve the following: - In-depth analysis of the requirements of information at subnational level for the second set of indicators, in relation to the demands of policy-making, monitoring and assessment of telecommunications and related policies; - A sound and pragmatic methodology for periodic data collection according to adequate indicators at regional level to provide a reliable, comprehensive and comparable picture of the entire telecommunications sector in all EU regions. This methodology should take into account the future context after the liberalization process is completed; - The collection of regional data, taking into account the technical standards and requirements of existing Community classifications, databanks and geographical information systems, allowing for the preparation of maps and diagrams; - The production of a clear and high-quality reference document on the "State of the regions in the telecommunications sector", which will be reviewed periodically. The duration of the contract will be 12 months.
