The European Commission, DG III, has just launched an electronic submission facility for its call for proposals for the ESPRIT programme published on 16 September 1997. Under this scheme, SUBELEC, proposals may now be submitted electronically for all short proposals prepared as a first step of the two-step submission and evaluation scheme. Evaluation will also be carried out electronically. Evaluators will receive all short proposals in electronic format and will return their reports in electronic format to the European Commission services. It should be noted that electronic submission is not obligatory - proposals on paper are welcome. The programme would, however, appreciate your involvement in and views on the process. The main objectives of the exercise are to improve the management and scalability of electronic submission. The long-term goal is to improve and accelerate the evaluation process in preparation for the Fifth Framework Programme. The deadline for the submission of short proposals is 16 October 1997.
