The European Commission, DG XI, has published an invitation to tender relating to the economic evaluation of a proposed Community Directive on national emission ceilings for certain atmospheric pollutants. In 1998, the Commission intends to forward a proposal for a Directive establishing national emission ceilings for SO2, NOx, NH3 and VOCs. The Directive is intended to assist the Community in reaching environmental targets for acidification and tropospheric ozone. With the present call, the Commission is intending to recruit a consultant to carry out an economic evaluation of the proposed Directive. The study to be carried out must determine the least-cost combination of national emission ceilings for SO2, NOx, NH3 and VOCs for meeting both ozone air quality target values as well as acid deposition goals simultaneously. The benefits of the proposed Directive should also be assessed. The countries to be analysed should include all EU countries, as well as selected non-EU countries (European). The entire study is to be completed within six months from the date on which the contract is signed.
