Call for proposals - PHARE and TACIS LIEN programme and PHARE Partnership programme
The European Commission, DG IA, has published a call for proposals concerning the PHARE and TACIS LIEN programme and the PHARE Partnership programme. These programmes support non-governmental organizations (NGOs) or non-profit organizations (NPOs) through the award of co-financing grants. The LIEN programme provides grants for NGOs' projects that aim to stimulate citizens' initiative and strengthen the capacity of NGOs working in the social sector in favour of disadvantaged population groups. The two main areas of activity to be supported under the current LIEN programme are: - Assistance to disadvantaged women; - Social reintegration and the promotion of sustainable health and social support for marginalized sections of the population. LIEN projects must involve at least two NGOs from a PHARE/TACIS country and at least two from an EU country. For PHARE LIEN only, projects may be presented by at least two NGOs from at least two PHARE countries. The EU will provide grants of between ECU 10,000 and ECU 200,000 representing a maximum of 80% of the total project budget, for projects running for between 12 and 24 months. The PHARE Partnership programme provides grants for local development projects initiated by NPOs that wish to build a sustainable partnership with a view to mutually exchange skills, knowledge and experience. Projects may be presented in the following four areas under the current PHARE Partnership programme: - Local development; - Business and enterprise development; - Human resources development; - Socio-economic development. Partnerships must include organizations based in PHARE countries and may include organizations based in EU Member States. EU grants may be between ECU 15,000 and ECU 200,000, representing a maximum 70% of the total budget where EU partners are involved, or 80% when all partners are from PHARE countries. Projects should run for between 12 and 24 months.
