The European Commission, Joint Research Centre, has published an invitation to tender concerning the South-East Asia Radar Investigation (SEARRI) demonstration project. The project is part of the Centre for Earth Observation (CEO) programme, managed by the Commission, and aims to map out regions with rice-cultivation in South-East Asia using space-borne SAR (synthetic aperture radar) and GIS (geographic information system) technology. The SEARRI thematic products are intended to support two main objectives: estimation of crop production and methane emissions. The first concerns the primary food source in South-East Asia, and the second is linked to climate and global change issues. The invitation to tender concerns the operational phase of the SEARRI project. Working from the basis of a prototype developed in an initial phase of the project, the contractor will be required to generate the SEARRI thematic products at regional scale (Myanmar (formerly Burma), Thailand, Laos, Cambodia, Vietnam). The main tasks to be undertaken include: - Upgrading the SEARRI prototype to take account of the full scale of the project; - Refining the interface between SEARRI products and the external components, such as methane emission or crop yield models; - Tuning the GIS layers; - Processing the ERS-1 SAR imagery, to be supplied by the Joint Research Centre's Space Applications Institute; - Establishing validation methodology and carrying out the SEARRI product validation.
