The European Commission has adopted a TACIS programme for civil society development in Belarus, with a budget of ECU 5 million. This is based on a Council Decision of 18 December 1997, authorizing the Commission to adopt an ad hoc TACIS programme for Belarus. The TACIS Civil Society Development programme will provide support to three key target groups: - Non-governmental organizations; - The media; - The education sector. The NGO support programme, with a budget of ECU 2.4 million, aims to strengthen their institutional capacity and to provide support for the monitoring and information activities of organizations working in key fields such as respect for human rights and the rule of law. The Media support programme, with a budget of ECU 1.25 million, aims to address the needs of independent journalists. The programme will provide them with training designed to strengthen their professional abilities as well as to open local media to the experiences of counterpart organizations in other European states. The Institutional Twinning programme, with a budget of ECU 1.25 million, aims to support east-west cooperation of institutes providing education and training to younger generations. The programme also aims to strengthen the capacity of the European Documentation Centre in Minsk, to provide information on the European Union to the public and to develop academic exchanges with EU counterparts.
