The European Commission has published the third call for proposals for the European Community - Canada programme of cooperation in higher education and training. This call for proposals concerns the encouragement of joint projects undertaken by consortia of higher education institution training establishments and other relevant organizations from the EU and Canada. The programme is administered by the European Commission, DG XXII, and by Human Resources Development Canada (HRDC) and the Canadian Department of Foreign Affairs and International Trade (DFAIT). The programme aims to promote an innovative range of student-centred higher education and training cooperative activities through the encouragement of joint projects undertaken by the consortia. The programme will support approximately six original projects which can only or best be carried out through multilateral groupings. A joint consortium must involve at least three active partners on each side. These must include at least two higher education or training institutes on each side, which must be from different Member States of the European Community and from different Provinces of Canada. Programme funding is intended for the academic training institutions in each consortium, therefore their full participation is vital. The European Community lead partner in the consortium must have previous experience as a partner in a European Community education/training programme (e.g. LEONARDO DA VINCI, PETRA). The focus of the project should be on innovative activities, which fulfil a majority of the programme's objectives. However favourable consideration may be given to proposals on such topics as: - Canadian/European Community relations; - Economic integration; - Law and administration; - Federal and Community structures; - Social and regional policy; - Conflict resolution; - Areas of contemporary policy relevance; - Pedagogically evolving areas including multidisciplinary studies. Consortia may seek programme support for one or more types of activities as an integrated element of the project. Transatlantic cooperative activities eligible for support are: - Development of organizational frameworks for student mobility; - Structured exchanges; - Joint development of innovative curricula; - Intensive programmes; - Teaching assignments; - Other innovative projects. Financial support will be awarded to successful consortia for up to a maximum of three years. The European Commission will provide a total of ECU 600,000 to support the European Community participation and Canada will provide approximately CAD 1,000,000 for its participants.
