The European Training Foundation (ETF), at the invitation of the European Commission, has recently compiled a report on the evaluation of management training activities in the New Independent States (NIS) of the former Soviet Union. The report reviews a set of 20 projects in the field of management training and technical business training, initiated between 1991 and 1993. The purpose of this review was to provide a survey of early activities in management and business training which were funded under the TACIS technical assistance programme. The review should help TACIS evaluations and also provide input into the planning and delivery of future assistance. In order to carry out the review, the ETF enlisted the support of an independent team of experts in the field. These experts visited each location and interviewed those closely involved in the reform process. The main findings of these surveys show that a shortage of well-trained managers has been, and continues to be, a serious obstacle in the process of reform. The report contains the following information: - Details on the organization of the work carried out; - Project achievements in relation to TACIS objectives and in relation to Project Cycle Management (PCM); - Discussion of common themes and issues; - How PCM has influenced outcomes; - Conclusions and recommendations; - Individual evaluation reports and donors' survey; - Terms of reference for the evaluation project; - Details of the TACIS training projects; - Composition of the evaluation team and a plan of the evaluation missions.
