5TH EU FRAMEWORK PROGRAMME OF RESEARCH AND TECHNOLOGICAL DEVELOPMENT (RTD) ACTIVITIES

The following opinion is based on an extended consultation of scientists, science policy representatives and RTD managers of private industry and of public administration on the 'Preliminary Guidelines for the Fifth Framework Programme of Research and Technological Development Activities Report' (COM (96) 332) of the European Commission.

The opinion takes into account the extensive experience Switzerland has acquired in collaborating in EU Framework Programmes. This opinion respects the present third country status of Switzerland in relation to the EU Framework Programmes. It therefore does not comment on policy aspects internal to the EU.

Switzerland intends to submit proposals for specific research topics of the 5th EU Framework Programme at a later date.
