Commission adopts new working paper on the Fifth RTD Framework Programme

The Commission has adopted a new working paper to complement its proposal for a Fifth RTD Framework Programme adopted on 9 April 1997. The document was approved by the Commission during its meeting on 5 November 1997 on the initiative of Edith Cresson, Commissioner responsible for research, innovation, education, training and youth.

The new working paper provides more detail on the scientific and technological content of the Fifth Framework Programme and forms a basis for more in-depth discussions on the specific programmes with a view to ensuring their rapid adoption during the course of 1998. The working paper also proposes some ideas concerning a new management system for the Framework Programme, particularly as regards the priority areas of coordination and transparency and the introduction of more consultation and flexibility in the administrative mechanism.
