Travel and subsistence - Additional Costs
QUESTION
We are participating in an EC-funded research project and we are receive 100 % funding from the EEC on the Additional Cost basis.
We would like to know how we could charge the actual travel and related subsistence costs for an employee of the permanent staff of the university who had attended a project meeting.
This person may be not charge any labour expenses under the labour cost category, he has not any temporary contract under this RTD project, but he has actually worked in the project.

Please notice that following the internal rules of the University permanent staff is allowed to participate in RTD projects and if the rules of the specific project are regarded as acceptable by the Commission.

They could have a temporary contract and could be paid under this contract.
We would appreciate if you inform us whether or not we could keep the same procedure
as for the rest personnel working and charging direct for the project.

ANSWER
According to article 23.4 of RTD model contract such costs may be charged regardless of the status of the personnel PROVIDED that the participant can prove that the personnel actually works on the project and that such costs are necessary to achieve the objectives of the project. The proof can be made by any means, especially by registered (recorded hours, time-sheets) and traceable work on the project.
