MONITORING, EVALUATION & ASSESSMENT ACTIVITIES Monitoring is a process by which information on the progress and the direction of ongoing RTD actions is generated mainly for management purposes. Evaluation is a process by which the quality, implementation, target relevance and impacts of RTD policies/programmes are investigated, interpreted and examined. Assessment is a synthesis of facts, which arise from the evaluation process, and judgement. Under this definition, assessment is a policy making tool for the planning of new RTD programmes, not a political instrument. How and why does the Commission evaluate the RTD Framework Programmes?
