To plan any evaluation the necessary starting condition is clarity in terms of the purpose of the evaluation, of the scope of the activity to be evaluated and of the criteria to be employed. Europe’s investment in RTD creates a demand for information on the efficiency with which RTD is managed, the quality of the work itself, and the economic and social returns. Evaluation schemes set up to supply this information are important tools for policymakers, and they give the research community an opportunity to demonstrate its achievements. Based notably on practical experiences of European Added Value under the Framework Programmes the purpose of this study is to set out the benefits/impact arising from this European dimension in terms of its constituting elements, including scientific and technological excellence, economic benefits, regulatory effects, networking effects and satisfaction of social objectives. And thereby to help to improve the understanding of the concept and help to apply it more systematically. There is mounting appreciation of the importance of RTD for economic growth (as reflected in the conclusions of the European Council summit in Lisbon) although estimates of the level of its contribution vary and are, moreover, subject to considerable analysis. The particular interest in RTD relates partly to new developments in economic theory. However, there is little doubt that the debate reflects radical underlying technological change, which can have, for example, particularly important consequences for employment involving adaptation to often dramatic changes in the character and organisation of production and work. This study explores different approaches to the assessment of socio-economic impact and examines the range of techniques that can be used in this context. Monitoring, Evaluation & Assessment
