Proposal Preparation Tool (ProTool)
This tool helps proposers to prepare the administrative and technical information of a proposal. You must select your forms amongst the available ones.
With ProTool, a proposal may be submitted electronically (by email or web upload) after importing a valid certificate and 'sealing' the package using the software provided.
Alternatively, once the proposal has been prepared and saved, ProTool generates the PDF file that must be printed with the Acrobat Reader. This form can then be posted.
Important: All the information necessary to complete the proposal form is in the Guide for Proposers. Pay special attention to the information on the footnotes referring the specific fields in the form.

Download PDF Forms
Alternatively, the proposer may prefer to download directly the PDF application form. By opening this file with the Acrobat Reader (version 3.02 or above), it is possible to fill in the forms on your screen and print them page by page. You cannot, however, save the file with your encoded data.
When submitting by paper, the form will be read by an Optical Reader, so to minimise the possibilities of your proposal details being read incorrectly, we would kindly ask you to read and follow these notes carefully:

Please keep forms as clean as possible and do not fold, staple or amend them with correction fluid.

Please, disable the print option "Fit to page" / "Shrink to fit" of Acrobat Reader before printing the forms.

Do not send MS Word versions to the Commission. Only forms with original layout will be accepted.
IMPORTANT: In order to complete the PDF forms on your screen, you will need to download the Adobe Acrobat Reader 3.02 or above. The most recent version of Adobe Acrobat Reader can be downloaded free of charge from the ADOBE Web site.
