Highlights
- The Commission has adopted a proposal for co-decision of the European Parliament and Council to set up a joint European Research Programme in the field of Metrology (EMRP), the science of measurement. This proposal, based on Article 169 of the Treaty, will establish a European Metrology Research Programme (EMRP) bringing together 22 national metrology research programmes from of a large a number of Member States and associated countries to the Framework Programme 7 (FP7).

These are in the fields of Ambient Assisted Living ("AAL") - a joint research programme on the use of new ICT in order to enhance the quality of the lives of elderly people - and "Eurostars" - a joint research programme for research-performing SMEs and their partners.

Introduction to Article 169 Initiatives
Article 169 of the EC Treaty enables the Community to participate in research programmes undertaken jointly by several Member States, including participation in the structures created for the execution of national programmes.
The actions supported may cover subjects not directly linked to the ten themes of the FP7 'Cooperation' Specific Programme, in as far as they have a sufficient EU added value. They will also be used to enhance the complementarity and synergy between FP7 and activities carried out under intergovernmental structures such as EUREKA and COST.
