Cooperation with US Scientists
Cooperation between EU and US scientists is of particular relevance for some of the topics in the Environment Theme. The necessary framework for it is provided through an Agreement for Scientific and Technological Cooperation between the European Community and the Government of the United States which was concluded in 1998.
The collaboration perspectives are in particular materialised through an Implementing Arrangement with the US National Science Foundation and through an implementing Arrangement with the Environmental Protection Agency.
The EC-NSF Implementing Arrangement was signed on 18 of October 2001. Its purpose is to advance co-operation in environment research, especially to study and to improve understanding of climate change, marine science and technology, seismic risk and hazards reduction, Arctic processes, and environmental biology. It is intended to achieve this purpose through encouragement, development and facilitation of observational and research programs and through analysis and exchange of collected data and scientific results.
The EC-EPA Implementing Arrangement was signed on 9 of February 2007. The objective of the joint US-EU activities is to provide the proper basis for European and US scientists to work together on topics of common interest. Thus, specific topics for co-operation have been worked out in close co-operation with the US services. Funding for US partners may come from a variety of US agencies depending on their specific interest and internal procedures. US partners should apply for their part of funding through the respective US agency. The EU proposal should contain a description of the project for the entire consortium including the US partners.
To facilitate co-operation between EC and NSF funded consortia and researchers the two institutions have produced a model text for a partnership agreement
