The Information and Communication Technologies Policy Support Programme (ICT-PSP)

The ICT Policy Support programme (ICT-PSP) is one of the three operational programmes of the CIP Framework Programme.  The ICT-PSP has as its objectives:


• Development of the Single European Information Space and strengthening of the market for ICT products and services and ICT-based products and services;
• Stimulation of innovation through the wider adoption of and investment in ICT;
• Development of an inclusive information society and more efficient and effective services in areas of public interest, and improvement of quality of life. The programme builds on the aims of the previous e-Contentplus programme and supports the aims of the new integrated strategy i2010 – European Information Society 2010

How does ICT-PSP differ from FP7-ICT


ICT in FP7 is primarily to foster research in mastering and shaping Europe's role in information and communication technologies.


ICT-PSP steps in after research has reached its mature demonstration phase.  It exists to drive forward innovation by the best use and wider adoption of ICT.  It aims to make both large organisations and SMEs aware of the advantages of ICT and exploit its full potential thus increasing competitiveness.

Where does the work of Unit E1 fit into the ICT-PSP programme?


Theme 5: Multilingual Web, of the Work Programme for 2009 addresses the language barriers that currently exist.  Overcoming such barriers would contribute greatly to the development of the Single European Space.  The European Union, with its 23 official languages, is only too aware of the challenges of good machine translation facilities and multilingual online content, and thus best placed to address these challenges.

3rd Call for Proposals 

 

The Work Programme 2009 has now been approved.  Information relating to Theme 5: Multilingual Web is on pages 27-29.

The third call for proposals was published on 29 January and closed on 2 June 2009.  Evaluation of the proposals took place in Brussels from 22-26 June 2009.

The three objectives under Theme 5: Multilingual Web will be addressed in this Call: 


5.1: Machine translation for the multilingual Web
5.2: Multilingual Web content management: standards and best practices
5.3: Multilingual Web content management: methods, tools and processes


A total funding of €14 million is available for the three objectives and it is expected that 6 projects will be funded (the instruments will be either Pilot Type B in the case of Objectives 5.1 and 5.3, and a Thematic Network for Objective 5.2).

Related Events

 A dedicated ICT-PSP information day was held on 26 January in Brussels.  EC speakers from all of the 8 themes addressed under the 3rd ICT-PSP Call gave presentations and the workprogramme was also distributed to the approximately 400 participants.   The website is being updated and will provide information and documentation including the full text of the work programme, guides and forms for proposers, model grant agreement, etc.

A presentation was also made during the Language Technology Days which took place on 14-15 January 2009 in Luxembourg.  Both the ICT PSP Call 3 and the FP7 ICT Call 4 were presented in detail during this event.

We offer an inquiry service for proposers who want to get feedback on their ideas.

This facility opens on the publication of the Call and closes three weeks before official Call closure.  Send us your proposals of 3 pages maximum to the E1 Mailbox following the outline given below:

Describe the problem area your proposal addresses, in particular

• outline the current state of play (markets, processes, technologies, practices........)

• detail planned products, services or applications and how they would overcome current gaps, bottlenecks and limitations 

• specify the intended user profile and related tasks and datasets

How will the proposed project contribute to the outcomes set out in the work programme

• what are the key innovations?

• what will be the main concrete results?

• what public outputs are foreseen?

• what impact do you expect?

Describe the consortium

• give partner's names (if known) or profiles

• indicate the intended skills mix

Indicate the scale of your ambition

• what is the estimated effort (man-months)?

• how long will the project last?

• what amount of EU funding are you looking for?

Looking for Experts and Evaluators

Are you interested in becoming an expert for ICT-PSP activities?  We are looking for people who are experts in their field and would be willing to assist the European Commission in administering the CIP Policy Support Programme.  You can register on the ICT-PSP experts database.
