The Information and Communication Technologies Policy Support Programme (ICT-PSP)

The ICT Policy Support programme (ICT-PSP) is one of the three specific programmes of the CIP Framework Programme. The ICT-PSP has as its objectives:


• Development of the Single European Information Space and strengthening of the market for ICT products and services and ICT-based products and services;
• Stimulation of innovation through the wider adoption of and investment in ICT;
• Development of an inclusive information society and more efficient and effective services in areas of public interest, and improvement of quality of life. The programme builds on the previous e-Contentplus programme and supports the aims of the integrated strategy i2010 – European Information Society 2010

How does ICT-PSP differ from FP7-ICT


ICT in FP7 is primarily meant to foster research in mastering and shaping Europe's role in information and communication technologies.


ICT-PSP steps in after research has reached its mature demonstration phase. It drives forward innovation by the best use and wider adoption of ICT. It aims to make both large organisations and SMEs aware of the advantages of ICT and exploit its full potential thus increasing competitiveness.

The Work Programme 2010

 

The draft Work Programme 2010 has been approved by the Programme Committee. It is however still subject to approval by the Commission. You can find Theme 6: Multilingual Web on pages 33-37 of the Work Programme.

 

Theme 6: Multilingual Web, of the ICT-PSP Work Programme for 2010 aims to stimulate ICT-based multilingual communication, collaboration and participation. By doing so it will contribute to the creation of a pan-European digital single market. Businesses, administrations and communities increasingly go online, crossing national borders and language communities. The successful deployment of cross border platforms and services depends on how effectively language barriers are overcome. Support in this respect must therefore be based on sound business models, people and their skills and optimum use of processes and technologies.

Two objectives are foreseen:

  • Objective 6.1: Open linguistic infrastructure (providing reusable building blocks)
  • Objective 6.2 Multilingual online services (demonstrating potential and impact)

The ICT-PSP 4th Call for Proposals

Both objectives will be part of the upcoming 4th call for proposals, where a total funding of €16 million is available, with a few ambitious projects receiving up to €4 million EU funding each. The Call was published on 21 January 2010 with an closing date of 1 June 2010.

Enquiries and Pre-proposals

Are you preparing and intending to submit a proposal for the ICT-PSP Call 4? We are offering an inquiry service and you are invited to send us, by e-mail, a brief description of the proposal you intend to submit. You will receive our feedback on the relevance of your ideas within a few working days.

This facility will close three weeks before official Call closure.

How to get early feedback?

• Describe the problem your proposal addresses, in particular

- specify the intended user profile and related tasks

- describe actual or prospective applications

- detail data sets: source(s), typology, volume

• How will the proposed project contribute to the outcomes and impacts set out in the work programme?

- what are the key innovations?

- what will be the main concrete results?

- what public outputs are foreseen?

- what impact do you expect?

• How does the proposed project address the conditions and characteristics set out in the work programme?

- indicate which languages the proposal is addressing

- describe how the planned activities relate to other activities in the field

- how do you intend to ensure the long-term viability?

- what pilot service is foreseen

• Describe the consortium

- give partners' names or profiles and the intended skills mix

- indicate the intended instrument (if known)

• Indicate the scale of your ambition

- what is the estimated effort (man-months)?

- how long will the proposed project last?

- what amount of EU funding are you looking for?

 

Your outline description should consist of three pages maximum. You are welcome to send it by e-mail to the E1 Mailbox with the mention "ICT-PSP Call 4" in the subject field.

Previous Calls

 

Multilingual Web was the focus of Theme 5 of Call 3 in 2009. 8 Pilot projects were selected for funding and are now in the final stages of negotiation. The projects cover:

One Thematic Network addressing best practices & standards for the multilingual web was also selected.
