Foreword

This newsletter reports about the activities of the unit on software and services. Whereas the gravity of the work done by the unit is still on research, we are more and more engaged in actions related to the Digital Agenda and designing a Cloud Computing strategy for Europe. For the Digital Agenda, we will start with a study that investigates best practices for procuring more open standards-based ICT systems, in order to avoid vendor lock-in. This study will be the basis for a Communication of the European Commission with guidelines for public procurement of ICT systems in 2012. The call for tender for this study is now open, and further details can be found in this newsletter. Soon, we will also launch a study which will quantify the demand for Cloud Computing in Europe and the likely barriers to take-up. The call for tender for this study will open soon.
On the research side, I am very happy to announce that the projects for the Future Internet Public-Private Partnership are currently under negotiation and are supposed to start working on 1 April. The Core Platform project will result in a platform that combines features from service platforms, cloud hosting, internet of things enablement, security and new networking features. I hope that this large scale project will also boost the software and services area in general.

In July a new call for proposals in the area of Cloud computing, Internet of Services and Advanced Software Engineering will open. An information day in Budapest will kick off a series of opportunities for you to get more insight in the envisaged outcomes and impacts and to meet other proposers.
Furthermore, we started preparing the Workprogramme of 2013 and had a first outlook towards the next Framework Programme, FP8, with an expert workshop. First results are reported here.

Call for tenders: 'GUIDELINES FOR PUBLIC PROCUREMENT OF ICT SYSTEMS' (Official Journal 2011/S 42-067447)

The objective of this study is to prepare for an impact assessment of a Communication of the European Commission that will provide guidance on how to use ICT standards in public procurement in order to help public authorities to make a better use of standards to promote efficiency and reduce lock-in.

Early announcement: Quantitative estimates of the demand for Cloud Computing in Europe and the likely barriers to take-up

The European Commission intends to launch soon a call for tender for a study that aims to analyse the expected demand for cloud computing in Europe, providing quantitative estimates. Since this demand is highly influenced by the policy context and the regulatory framework, it will also identify the main barriers to the take-up of cloud computing in Europe by industry and consumers. Finally, it will propose recommendations for European policies and regulatory framework updates in order to accelerate the take-up of cloud computing.

RESERVOIR - a success story:
Allows SMEs in Europe to innovate using clouds

RESERVOIR is considered INFSO's flagship project on Cloud Computing research. RESERVOIR had its final review in March 9-10 in Taormina Italy. The project has produced significant results with high exploitation potential. RESERVOIR has developed a set of highly innovative tools, mostly open source, allowing any organisations to built its own infrastructure cloud. This is a tremendous opportunity for any organisation in Europe, especially SMEs, to become a cloud provider.

OpenNebula - spinoff of RESERVOIR

Part of the RESERVOIR Toolkit is an open source component called OpenNebula developed by the Distributed Systems Architecture Research Group of Universidad Complutense de Madrid. OpenNebula is the only IaaS cloud toolkit developed in Europe. All of its "competitors" are located outside of Europe. The OpenNebula open-source community is quite successful. There are more than 3,000 downloads per month (quite high if we consider that OpenNebula is an infrastructure technology), a healthy community of contributors, and many users running OpenNebula in production environments (for example the CERN IaaS cloud: http://www.hpcinthecloud.com/features/Managing-CERN-OpenNebula-Team-Tames-the-Cloud-114360459.html). We can proudly say that OpenNebula is the most advanced open-source technology for building IaaS clouds, providing unique features for cloud computing management. Moreover it is a powerful tool for interoperability, as it implements and leverages standards. One the aims in the future is to consolidate and enlarge the community, so for example new research and infrastructure projects can actively contribute to build an open cloud ecosystem and re-use existing open-source components. This is the best way to avoid software fragmentation and so to create an European open-source stack for cloud computing.
A proof of a successful exploitation is the creation of a startup (C12G) to provide professional services around OpenNebula and to assure the long term sustainability of the open-source community.

Future Internet Public-Private Partnership (PPP)

Call 1 of the Future Internet Public-Private Partnership was evaluated in January this year. As a result, 1 Core Platform, 8 Use Cases, 1 Capacity Building, and 1 Programme Facilitation proposal are currently under negotiation. It is expected that 11 grant agreements will be concluded within the next weeks, and that the projects start working on realising the objectives of the FI-PPP as of April 1. A formal launch ceremony of the 11 projects will take place in early May with Vice-President Neelie Kroes and captains of industry representing the projects. On the 17th of May, during the next Future Internet Assembly in Budapest, a plenary session is dedicated to presenting the Future Internet Public-Private Partnership projects. During the ICT Proposers' Day 2011 later that week, on May 20, the next calls of the FI-PPP will be presented, namely the open call for additional partners that is part of the Core Platform and call 2 of the FI-PPP programme.

Future Internet Assembly

The preparations for the next Future Internet Assembly in Budapest on 17-19 May are in full swing. Please take a look at the programme at www.fi-budapest.eu, and register. The event starts with a high level event called "Future Internet: Partnering for innovation", where the Future Internet Public-Private Partnership and other large scale innovation initiatives will be presented. In addition, an outlook will be given on future research needs. 18 and 19 May are dedicated to the workshops of the FIA. The FIA is directly before the ICT Proposers' Day.

Future Internet projects: survey on socio-economic issues

The SESERV Coordination and Support Action (www.seserv.org) is surveying EC Future Internet projects in Challenge 1 in an attempt to gain a better understanding of the social and economic issues that have arisen, or may arise, from the sorts of technologies being developed. Challenge 1 projects are requested to respond to this survey as part of their obligations on concertation and cluster activities.
The survey available at the link below is targeted at projects funded by the European Commission to develop aspects of the Future Internet.

Information Days for Call 8, Objective 1.2

The upcoming FP7-ICT Call 8 will include another opportunity to propose research on software and services. Part of that call is Objective 1.2 “Cloud Computing, Internet of Services and Advanced Software Engineering”. The call will open in July 2011 and close on January 17, 2012 (tbc).

To give proposers the chance to interact with other proposers, to meet future partners, and to alert proposers of your expertise, three Information Days are being organised:

- On 19 May 2011, at the ICT Proposers' Day 2011 in Budapest (Hungary), a 1.5 hour slot is planned for Objective 1.2. During two days, thematic sessions on the Work Programme 2011-12 will be organised with presentations of proposal ideas, meeting points (thematic booths) animated by Commission officials, and information stands. A unique opportunity for you to network, free of charge! Please have a look at the call for presentations and RTD offers.

- On 14 June 2011, a Proposers' Networking Day will be held as a pre-conference event of the Future Network and Mobile Summit in Warsaw (Poland). The Networking Day is oriented towards Objectives 1.1, 1.2, and 1.4 of the ICT Work Programme 2011-12, and towards Celtic-Plus Call 2. The Day will provide an in-depth overview of these Calls. The afternoon session will be focused on project idea presentations that will be submitted in advance. It is envisaged that the afternoon session will be restricted to those participants who have submitted ideas to be shared focused on preparing proposals.

- On 27 September 2011, an Information Day on Objective 1.2 will be organised in Brussels. The website for this event will follow soon.


The HOLA! portal has been launched (beta version)

The CSA project HOLA!, supporting project collaboration, has launched the new portal for the SSAI FP7 projects.
It is available in beta with limited funtionalities at http://best149.best-center.external.hp.com/eu/
The first stable release is planned for the end of April. Stay tuned.


Expert workshop Services in the Future Internet

On February 28th 2011 an expert meeting was held in the European Commission offices, with the participation of reputable experts active in research and innovation in the software and services area. The objective was to identify future research needs in the field of software and services, in order to prepare the last workprogramme of FP7 (the one of 2013) and the next Framework Programme 8.
All experts provided a "position paper" to identify the key changes and challenges in European research and innovation and participated in a brainstorming session. The position papers are available here
and the final report will be available soon on this same webpage.


Consultation on Future Research

On the 9th of Fabruary, the Commission has adopted a Green Paper 'From Challenges to Opportunities: Towards a Common Strategic Framework for EU research and innovation funding' (COM(2011)48). This Green Paper launches a public consultation on the key issues to be taken into account for future EU research and innovation funding programmes. The outcome of the consultation will subsequently feed into the preparation of the Commission's formal proposals for these programmes, which are due to be adopted before the end of 2011.

Objective 11.3 evaluation

Even though Objective 1.2 is only open during FP7-ICT Call 8, several ongoing projects in the software and services area took the opportunity to extend their projects with new partners and new research topics by submitting to Objective 11.3 of Call 7. The evaluation took place in early March, and the coordinators will be informed shortly.


Change the IT procurement world. Promote standards!

The Digital Agenda Stakeholder Community on Procurement, IT & Standards will give a presentation at the EU's Digital Assembly on 16-17 June 2011. Join the community! Help shape the presentation!

The initiative is key to Digital Agenda's Action 23: Provide guidance on ICT standardisation and public procurement as well as the ongoing reform of the EU Public Procurement directives. Public authorities should make best use of the full range of relevant standards when procuring hardware, software and IT services, for example by selecting standards which can be implemented by all interested suppliers, allowing for more competition and reduced risk of lock-in. Detailed guidance is needed on how to analyse a technology buyer’s requirements to make best use of ICT standards in tender specifications, to help public procurers to properly refer to standards in their tender specifications. Please post advice, analysis, news, opinions, and work towards a public presentation at the Digital Assembly in June 2011.
