Research on Social Exclusion and Social Inclusion
The following publications are final reports from projects funded under the former Targeted Socio-economic Research (TSER) Programme (1994 – 1998). This programme consisted of three specific research areas. This page provides information on AREA 3 ‘Research on Social Exclusion and Social Inclusion’.

The main aim of this project was the development of a model for evaluation of social policies, in relation to social exclusion at the local urban level.

This project analysed to what extent the existing public and voluntary services for homeless people meet their diverse needs.
SOE1-CT95-3003 Employment precarity, Unemployment & Social Exclusion, G. Duncan, 2000, 67 p.
This project examined the processes that link employment precarity, unemployment and social exclusion.
SOE2-CT95-3004 LoWER - European Low-Wage Employment Research Network, W. Sa;verda, 1999, 60 p.(TSER 035)
This network aimed at constructing and integrating existing data on low-wage employment and giving an overview of policy responses to the problems of low-wage employment.

This project analysed the immigration as a "mirror" for the problems encountered by the "host" societies.
SOE1-CT95-3006 Gender and Citizenship: Social Integration and Social Exclusion in European Welfare States, Ms. Birte Siim, 45 p.
This thematic network analysed gender as both a concept and a variable for analysis in the comparative work on social citizenship. that delineate the sources of women’s social exclusion and social integration.
SOE1-CT95-3007 TRANSLAM - Social Integration through Transitional Labour, G. Schmid, 1999, 37p.(TSER 034)
This project has undertaken a theoretical analysis supported by institutional indicators of the nature of transitional labour markets to facilitate social integration, the types of transition which occur under institutional arrangements and performance indicators for social integration and exclusion.
SOE1-CT95- 3009 EUROMOD - A European Benefit - Tax Model and Social Integration, H. Sutherland, 1999, 280 p.(TSER 033)
The objective of this project was to construct an integrated benefit-tax model covering all 15 European Union Countries. It focused on social and integration Policies and their implication for the economic resources of people who are socially excluded.

The research project aimed to deepen understanding of social differentiation and subjectivity in the process of social exclusion and integration in Europe.
SOE1-CT95-3011 Migrants and Minorities in European Cities : The interaction of Economic, Spatial and Social Factors in Generating Pathways to Social Exclusion , Malcolm Cross
This Thematic Network aimed at testing a theoretical model for the explanation of social exclusion in eight European member states, based on the idea that social exclusion is a function of the interactions between different variables (match between skills and opportunities for employment; physical access to those opportunities; and social barriers to entry into employment).

A key objective of this project was to increase understanding of the processes of social exclusion and social reintegration in Europe, by examining the extent and impact of social exclusion among men and women at transitional stages in the life course.

The main aim of this project was to develop a clearer knowledge of processes of marginalization affecting young people through comparative research among the countries within the northern European periphery.

The main goal of this project was to compare different national systems of collective action which are involved in the process of developing, legitimising and implementing policy innovations in the field of labour-market related policies of social exclusion
SOE2-CT97-3037 Urban Development and Social Polarisation in the City, F.Moulaert
The project aimed at reconstructing the global and local aspects of the large scale urban development projects and to analyse how they affect the integration/exclusion of citizens in the local economy and society.
SOE2-CT97-3038 New Local Policies against Social Exclusion in European Cities. Ecosocial Approach and Social Impact Assessment in Social Work, A. Matthies
The main objective of the project was to determine ways to influence the local policy making from the marginalized people’s point of view in relation to social environment both as a risk and as resource for social integration, in the context of different European urban areas.
SOE2-CT97-3040 Predicting the Impact of Policy : Gender-Auditing as a Means of Assessing the Probable Impact of Policy Initiatives on Women, S. Nott
This project addresses the continuing significance of gender as a factor in social exclusion in the European Union, and in view of measures to tackle gender-based discrimination.
SOE2-CT97-3043 Inclusion through Participation, Dr. Van Berkel, 2000, 80 p.
The objectives of the research are to analyse and compare views on inclusion and exclusion from two distinct perspectives: firstly, views on inclusion and exclusion underlying social policies; and secondly, inclusion and exclusion as experienced by different groups of citizens.

The aim of this project was to analyse the contribution of "third sector" to social integration and employment creation in Europe.
SOE2-CT97-3047 Evaluation of Local Socio-economic Strategies and Disadvantaged Urban Areas, R. Zimmer-Hegmann
The overall aim of the project is to assess the impact of local economic development strategies in urban regeneration areas, to understand the processes and circumstances that condition their effectiveness, identify areas for improvement and define appropriate policy responses.
SOE2-CT97-3054 Redundancy as a Factor of Social Exclusion, M. L. Morin
The main objectives of the work were to highlight the similarities and the differences in the selection processes leading to redundancy in 4 different EC Members and to assess the effects of the different public or private mechanisms designed to combat the subsequent social exclusion of the employees concerned.

The overall aim of the research was to study social exclusion as a process in its spatial, cultural and policy dimensions.

The thematic network has analysed the effectiveness of social policies and the impact of social strategies on everyday life. It aimed to shed some light on how women, and families in general, manage to combine working and mothering in different European countries.

SOE2-CT98-2052 Social Exclusion and Dialogue – enhancing the communication skills of professionals involved in social rehabilitation: a possible solution to unemployment, Jean Vivier
The aim of the project was to investigate and modify breakdown (non-contiguous lines of communication) and malfunction (misunderstandings) in dialogues between, on the one hand, the unemployed and socially excluded and, on the other, professionals involved in social integration and rehabilitation.

This thematic network had as major goal to ensure coherence and structure international collaboration between the involved research teams, on the effective role of "third sector" or "social economy" in fighting against social exclusion.
SOE1-CT97-3039 Social Integration through Obligations to Work ? Current European « Workfare » Initiatives and Future Directions, Ivar Loedemel
The project had three main objectives: to develop an analytic framework and evaluation methodology for comparative studies of "work for social assistance" (workfare) policies; to describe and evaluate current and previous programmes; and to develop recommendations for social assistance programmes’ evolution, and priorities for additional research.

The goal of the thematic network was to analyse social exclusion causes, according to the societal employment dynamics. It aimed at confirming that social integration is not only a problem of work, but it is mainly linked with the participation forms in employment.

The project focused on the evaluation of social citizenship policies in relation to self-employment activities implemented by member countries of the European Union. Safiliou This projects aims to study the causes and key mechanisms of social exclusion of women farmers in Greece, France, Sweden, Netherlands and Finland, countries with varying degrees of traditional family and gender ideologies.
SOE2-CT97-3045 Full Employment in Europe, J. Huffschmid
The general objective of this thematic network was to re-introduce and substantiate the concept of full employment (FE) into the economic policy discussion in the European Union, at the Community as well as at the national and regional/local levels.
SOE2-CT97-3050 Trade, Inequality and European Unemployment, Mr. S. Yeo
This thematic network analysed the relationship between the process of globalization and the twin in-equalities of incomes and of access to jobs, which are key factors affecting social exclusion.
SOE2-CT97-3051 Youth Unemployment and Social Exclusion, T. Kieselbach
The project aims at empirical research on the causes and key mechanisms of social exclusion, and among them, especially unemployment. The project concentrates on the most important group: the young people.

The main objective of this research was to compare results from various countries on the links between different types of employment and ‘exclusion’, to analyse the effects of key variables, and to identify approaches that will assist policy-makers tackling social exclusion.
SOE2-CT98-3066 Local level concertation: the possible role of social partners and local level institutions in regulating the new forms of employment, Ida Regalia
The main objectives of the project were to survey, analyse and organise the systematic and permanent monitoring of the relations among the social partners and the role played by public institutions at the local level in the regulation of work and employment relations, especially those of non-traditional type.
SOE2-CT98-3073 Growth, Inequality and Training, David Ulph
The aim of this project was to provide a better understanding of the interaction between growth,innovation, R&D and inequality, through a comparative empirical investigation of the experience and performance of a number of selected EU and non-EU countries.
SOE2-CT98-3075 European Network to Develop Policy Relevant Models and Socio-Economic Analyses of Drug Use, Consequences and Interventions, L.G. Wiessing
This project aimed to bring together and consolidate existing networks of experts in prevalence estimation and dynamic modelling of drug use. The goal was to develop a set of tools to analyse data on drug use, its consequences, underlying social, economical, and health factors and processes and to explore the feasibility of applying them to evaluate policy options or interventions.
