Coordination of the socio-economic dimension in the 5th Framework Programme (FP5)

In FP5, DG RTD/K directorate was entrusted a mission of co-ordination the integration of the socio-economic dimension in the various thematic and horizontal priorities of the Framework Programme. This mission results from an assessment and from a political will.

The official assessment, based on the analysis and the evaluations made during FP3 and FP4, stresses the existing divergence between scientific or technological research carried out and reflection and measure of their impact on the European Society and the companies' competitiveness. As from FP3, actions to reduce this divergence were engaged by raising the awareness from research workers and industrial operators on the importance and the interest to take on board a better consideration of this dimension from the beginning of the projects. The 5th Framework Programme, states this orientation by formalising in all the actions the need to take into account the Community value added, consistency with the Community policies, the first place of which social policy is included, and finally the impact on the economic and strategic development of projects in terms of competitiveness of European companies.

In FP5, the political will is "to pass from centred research on the performance for itself to focused research on the socio-economic problems which arise today for our society".

The co-ordination of the socio-economic dimension is implemented through the organisation of regular consultation meetings with the group of socio-economic correspondents represented by members of strategic units of DG RTD and other DG's involved in the management and implementation of the RTD programmes. The role of the co-ordination also aims at bringing support to other programmes in the field of social sciences and humanities through the participation in the elaboration of the work programmes, selection of socio-economic scientists, and collection and dissemination of relevant information.

In FP5, the integration of the socio-economic dimension in the thematic and horizontal priorities was carried out under the Human Potential programme (IHP).

As part of this co-ordination task, two annual reports ( 1999 and 2000 ) have been produced and published providing a picture of the socio-economic dimension in the activities of the specific programmes of FP5 respectively in the years 1999 (1) and 2000 (2) .

A last synthesis report ( en - fr ) for the whole period of FP5 (1999-2002) has been produced. This last report is politically oriented and addresses especially the Institutions, the policy decision-makers and the scientific community. When relevant and feasible, quantitative and qualitative assessments are presented with examples of political decisions taken based on key results from the research.
