ACTS Guidelines present major messages from the ACTS programme to key actors who have a role to play in accelerating the launch or uptake of advanced communications services. Guidelines distil the results of the ACTS programme into concise messages targeted at specific groups of actors relevant to advanced telecommunications. They present a concise overview of key issues together with recommendations for actions.

Who should read which Guideline?
