Overview
Following the ratification of the Treaty on European Union, all Community activities concerning research, technological development and demonstration fall under the Fourth Framework Programme (1994-1998).
According to the terms of the Treaty (Article 130 G), the RTD Framework Programme has four activities:

Cooperation with third countries and international organizations |
| Third Activity: |
Dissemination and optimisation of results |
| Fourth Activity: |
Human capital and mobility. |
"The Specific Programme for the Dissemination and Optimisation of the Results of Activities in the Field of Research and Technological Development including Demonstration", known as the INNOVATION Programme, implements the third activity of this Framework Programme.
The Commission has identified three interdependent objectives within the INNOVATION Programme and twelve action lines to achieve those objectives.
