Abstract: This study was commissioned by the European Commission's DG Enterprise, Innovation Directorate under the auspices of the Innovation and SMEs programme. It includes findings from the following methodological steps of the project:

A comprehensive literature review and analysis of the material produced on the relationship between innovative SMEs and the creation of employment in the 90s in selected Member States of the European Union plus Norway and the United States.

Recent empirical analyses on the relationship between innovation and employment in Europe, the United States and Japan based on data from standard international data sources.

Personal interviews with private market operators, representative bodies, and public bodies from the EU Member States and Norway.

Case studies on successful support initiatives representing good examples of employment created by innovative small and medium sized enterprises.
