Digital Rights Management Systems (DRMs) are technologies that describe and identify digital content protected by intellectual property rights. In this context, DRM Systems enforce usage rules set by right-holders or prescribed by law for digital content. The establishment of a High Level Group to address current issues arising from Digital Rights Management (DRM) was announced by the Commission in its Communication “Connecting Europe at high speed: recent developments in the sector of electronic communications”, adopted on 3 February 2004 . The High Level Group on Digital Rights Management provides an opportunity for stakeholders to raise their essential concerns and to discuss about possible co-operation between businesses and governments. The Group comprises of high level representatives of interested parties ranging from right holders, collecting societies, content providers and the ICT sector to research and consumers organisations. Digital Rights Management Systems (DRMs) and IST research:
DRM systems are subject to a number of research actions under the current IST programme. Main objective is to achieve end to end interoperability of managed content delivery, with the aim of safeguarding consumer choice and of avoiding consumer lock in. IST project contribute notably to standardisation initiative such as MPEG 21.
