Future R&D perspectives
Introduction
The Treaty establishing the European Community (part 3, title XVIII, art. 166, pag.114) provides for the creation of multiannual RTD programmes. The Seventh framework programme (FP7) will probably span the period 2006-2010 and will be an important instrument to implement the European Research Area, ERA .
On 22 September 2003 the Brussels Competitiveness Council (Pdf) invited the Commission and Member States to make more effective use of financing instruments, including the EU's structural funds, for research and development (R&D).
The European Parliament unanimously adopted a report on 18 November 2003 by German MEP Rolf Linkohr calling for the budget of the Seventh Framework Programme (FP7) to be raised to 30 billion euro for the four year period.
The proposal on the Commission's future budget between 2007 and 2013 COM(2004) 101 final (Pdf) on 10 February 2004 made a claim for higher contributions from the EU's Member States for research and innovation initiatives at EU level
- In this proposal the Commission highlights three priorities for an enlarged EU:
• sustainable growth;
• citizenship, freedom, security and justice;
• making the EU a global partner.
Research and innovation fall into the first priority, as growth requires 'a more dynamic and better connected Europe,' states the proposal. 'This requires a substantial change in policies to support the Union's physical and knowledge infrastructure. This means action to improve research, boost enterprise and innovation, and establish networks at European level.'
Consultation on thematic priorities in the Networked Audio-Visual Systems research area: fp7
In view of preparation for the Framework Program 7, the Networked Audiovisual Systems unit has organised a consultation of all interested sector actors on the future research priorities in the Networked Audiovisual research area.
Contributions
More than 50 contributions were received for the on-line consultation carried out by the Networked Media Systems unit, to define R&D challenges addressing the networked audio-visual sector needs and EU priorities for collaborative projects supported under the ICT priority of the 7th Framework Programme (2007- 2013).
Consultation on the Communication "Science and Technology, the key to Europe's future - Guidelines for future European Union policy to support research"

On 16 June 2004, the European Commission has published a communication entitled "Science and Technology: the key to the future of Europe - guidelines for future European Union policy to support research" COM (2004) 353. The proposals represent an ambitious European policy in order to strengthen the European research effort and increase the added value of European support to research.
A consultation on these proposals will be used to shape the next Community Framework Programme for Research and Technological Development, FP7 (2002 – 2006). The analysis of the responses to the consultation will be published here.
The European Commission services have drawn up a document exploring the views of a broad set of interested parties on the future of European research in Information Communication Technologies (ICT). The document, entitled "Strengthening Competitiveness Through Co-operation" , highlights the role played by ICT in economy and society. You are invited to comment on the future of European ICT research, and in particular on the issues addressed in the document. The Commission services will analyse the first set of comments starting from mid-November 2004.
Technology Platforms
In its Communication COM(2004)353"Science and technology, the key to Europe's future - Guidelines for future European Union policy to support research", the Commission has proposed six major objectives, one of which is the launching of European technological initiatives. In this context, the Communication notes that, "at the initiative of the Commission and industry, "Technology Platforms" are being set up, which bring together companies, research institutions, the financial world and the regulatory authorities at the European level to define a common research agenda which should mobilise a critical mass of - national and European - public and private resources.".
