Assisting Cost Claims Entry Processing Tool (ACCEPT )
Electronic Submission of IST Cost Claims - Excel format.
Overview
To improve the electronic submission, DG INFSO has developed a new tool, ACCEPT, which helps the co-ordinator and Contractors to submit cost claims electronically. It uses an excel file with vba macros and functions written under Excel 97 for windows 9x / NT platform or 100 % compatible. This new tool is better integrated with the cost processing systems within the Commission to enable more efficient processing of cost claims and speedier payments.
To Obtain the Files
Click on the hyperlink to download the ACCEPT package in Winzip format. The package includes an Excel spreadsheet application and an instruction manual in both .doc and .pdf formats, Extract these files to the local PC. To be able to run the Excel application you will require a copy of Excel version 97 or later.

To install the ACCEPT file
Once the file downloaded, click on the ACCEPT file to install it. A default directory 'C:\Accept' will be set up. Please do use it because this ACCEPT file needs 2 libraries (msado.dll - msador.dll ) to work correctly.
To Submit a Cost Claim
The Instruction manual contains all the information necessary for :
- contractors to download and complete the Excel File
- co-ordinators to collate the individual files of the contractors
- co-ordinators to return the completed file to the Commission
WARNING
Although fully tested internally, the ACCEPT is currently being tested with a group of contractors. It can be used by any other contractors, in the IST Programme, to submit cost claims but with the agreement of their Project Officer at the Commission.
