Cultural heritage on line - The challenge of accessibility and preservation

This conference aimed at analysing the potential and challenges related to the increasing use of Information and Communication Technologies in the cultural heritage sector, with a focus on knowledge management, preservation of and access to digital culture and on emerging technical, organisational and legal changes. The opening session included a videoconference address from Viviane Reding, European Commissioner for Information Society and Media. Pat Manson, Head of Unit 'Learning and cultural heritage' gave a keynote on 'Digital libraries: European initiatives in digitisation and digital preservation'.

Preparatory meeting for a Memorandum of Understanding on Child Safety and Mobile Phones

This meeting, organised in the framework of the Safer Internet plus programme, brought together mobile network operators, representatives from child safety organisations and other stakeholders in order to discuss a Memorandum of Understanding on Child Safety and Mobile Phones. SAMT 2006: The first International Conference on Semantic and Digital Media Technologies

Former European Workshop on the Integration of knowledge, semantic and digital Media Technologies (EWIMT). The general aim of SAMT 2006 was to bring together researchers and developers working in the integration of knowledge, semantics and media processing, linking the academia with the industry exploiting the emerging technology. In cooperation with the European Commission, Directorate-General Information Society and Media, the third day of the conference was dedicated to ICT research under the new Framework Programme FP7 (2007-2013). Roberto Cencioni, Head of Unit 'Knowledge and Content Technologies' gave a speech 'From intelligent content to actionable knowledge: Research directions and opportunities under FP7'. Three research projects funded by the 'Content' Directorate sponsored the conference.

2006 IEEE-RAS International Conference on Humanoid Robots
Genoa, Italy
The conference was dedicated to presenting the latest advances and achievements in the fields related to humanoid robots, with 'Humanoid Companions' as the conference theme this year. The conference also had a set of full-day special workshops dedicated to special aspects on 4 December. Colette Maloney, Head of the Cognition Unit, gave a presentation entitled 'Robotic Systems: R&D opportunities in the EU's 7th Framework Programme' at the workshop on Humanoid Technologies.

Museums, libraries and archives online: MICHAEL service and other international initiatives
Rome, Italy
The event included demonstrations of the portals MICHAEL (funded under the eTen programme) and of TEL (The European Library), developed from a DigiCult project, as well as sessions on digital cultural heritage in tourism, education and creative industries, on online access of cultural heritage and on relevant initiatives of the European Union and worldwide.
Fabio Colasanti, Director-General at the European Commission, DG Information Society and Media, opened the session on 'Accessing culture online: the European Cultural Information Space'. Pat Manson, Head of Unit 'Learning and cultural heritage' gave a speech in the closing session.

9th Meeting of the Public Sector Information (PSI) Group, Luxembourg
The Public Sector Information (PSI) Group is a forum for the exchange of good practices between Member States on re-use of PSI. It also serves as a platform for discussing progress on the transposition and application of the PSI Directive 2003/98/EC, as well as other issues of common interest in relation to this Directive. The 9th meeting first discussed progress on the transposition and application of the PSI Directive in Member States and presented the recent Commission Decision on the re-use of Commission information. The second part of the meeting dealt with complaints lodged at the Commission and in some Member States. The third part focused on good practices and policies supporting PSI re-use.

IST 2006 - Strategies for Leadership

IST 2006 was organised within the framework of the Finnish Presidency of the European Union by the European Commission's Directorate-General for the Information Society and Media, the Finnish Ministry of Trade and Industry and Tekes, the Finnish Funding Agency for Technology & Innovation. The event included a high-level conference, an exhibition of cutting edge research results from across Europe and a programme of networking sessions and workshops. IST2006 coincided with the launch of the EU's Seventh Framework Programme for Research and Development (FP7), which was be one main theme of the conference.
Many research projects funded by the 'Content' Directorate were represented in the exhibition or in conference sessions and workshops. Four of them received one of the six awards for the Best IST 2006 Exhibit - TAI-CHI (grand prize) and CHIL - and the Best IST Project website - HUMAINE (grand prize) and ELEKTRA.

eChallenges e2006

The goals of eChallenges e-2006, supported by the European Commission and IEEE, were to stimulate take-up of applied ICT research results by industry and the public sector, to promote knowledge sharing between industry, government and the research community, to exchange experiences at a sectoral, national or regional level, and to support international cooperation. e-2006 provided a forum to showcase the achievements of FP6 and other ICT-related initiatives, and looked forward to the future by focusing on i2010 and the thematic priorities of FP7. A number of research projects funded by the 'Content' Directorate were represented in the exhibition or in conference sessions and workshops. The Directorate also offered two of the tutorials on 'Current Research & FP7' on 25 October: 'Technology-enhanced learning' and 'Knowledge and Content Technologies'.

TEL-ME-MOR Policy Conference

Objectives of this conference were to present the achievements and results of the TEL-ME-MOR project and to provide a forum for discussion of the latest digital library developments in Europe and in the world. The programme focused on the The European Library (TEL) and its relation with other memory institutions: digitisation priorities, standards and interoperability between libraries, museums and archives, multilingual interfaces and searching, etc. Also on the agenda: research requirements, role & perspectives of memory institutions within the Seventh Framework Programme; digital library's international initiatives (e.g. Google, The Internet Archive etc.) Horst Forster, Director at the European Commission, Directorate 'Content' presented the Commission's strategy and actions within the i2010 Digital Libraries Initiative.

Second meeting of the High Level Expert Group on Digital Libraries

The High Level Expert Group on Digital Libraries brings together top experts in digital libraries from cultural institutions, industry, and scientific and research organisations. The group's tasks are to advise the Commission on how to best address the organisational, legal and technical challenges at European level and to contribute to a shared strategic vision for European digital libraries. Viviane Reding, Commissioner for Information Society and Media, will chair the meeting and present a status report on the i2010 Digital Libraries Initiative. Further on the agenda were intellectual property rights (copyright issues), scientific and scholarly information, and technology issues.

High Level Expert Group on Digital Libraries: Meeting of the Scientific and Scholarly Information Subgroup

This was the second meeting on digital libraries of scientific and scholarly information, held by a subgroup of the High Level Expert Group on Digital Libraries and chaired by Horst Forster, Director at the European Commission, Directorate 'Content'. The participants discussed issues such as digital preservation for scientific information (organisational and technical needs, legal framework), publication of scientific articles in open repositories, and how to deal with research data.

11th NRG Meeting

The National Representatives Group (NRG) on digitisation policies in the EU Member States meets twice a year in the country holding the EU Presidency. The Finnish conference concentrated in particular on assessment of the cultural, social and economic impact of digitisation and address challenges and opportunities set by the i2010: Digital Libraries Initiative on cultural heritage. Why digitise? Who benefits? Impact Assessment of Digital Cultural Heritage Content and Services

The aim of this conference, organised by the Finish Ministry of Education and National Board of Antiquities and the National Representatives Group (NRG) on digitisation policies in the EU Member States, was to explore how and why to assess the impact and the benefits (economic, social, cultural) of digitised cultural heritage. The speakers included impact assessment professionals, heritage experts and officials as well as representatives from the European Commission. The conference was part of the NRG's actions to implement the recommendations of the Dynamic Action Plan for the EU co-ordination of digitisation of cultural and scientific content. Horst Forster, Director at the European Commission, Directorate 'Content' gave a keynote speech.

ECDL 2006 - 10th European Conference on Research and Advanced Technology for Digital Libraries

This annual conference on digital libraries and associated technical, practical and social issues brings together researchers, developers, content providers and users in the field. Special topic of the 2006 edition was 'Towards the European Digital Library', with the aim of emphasising the contribution of the European Digital Library research community to the i2010 Digital Libraries initiative of the European Commission. Expert Meeting on Digital Libraries of Scientific and Scholarly Information

50th Anniversary Summit of Artificial Intelligence

The summit, organised by ASAI50, reviewed and analysed the fundamental changes since 1956 when the term 'Artificial Intelligence' (AI) was coined. It combined presentations of top scientists, exchange on the state-of-the-art, and speculation about the future of AI. Participants included researchers involved in the EU-funded 'Cognitive Systems' projects and Head of Unit 'Cognition' Ms Maloney as a panellist.

Meeting on the "Re-use of Commission Information"

Following the adoption on 7 April 2006 of the Commission Decision on the "Re-use of Commission Information", DG INFSO organised this meeting in order to discuss practical modalities regarding the application. The Decision determines the conditions for the re-use of documents held by the Commission or on its behalf by the Office for Official Publications of the European Communities (Publications Office). Its aim is to facilitate a wider re-use of information, enhance the image of openness of the Commission, and avoid unnecessary administrative burden for re-users and the Commission services alike. The meeting was attended by representatives from all Commission Directorates-Generals.

ITU New Initiatives Workshop on The Regulatory Environment for Future Mobile Multimedia Services

An Expedition to European Digital Cultural Heritage - Collecting, connecting, and conserving?

This conference, part of the agenda of the Austrian EU-Presidency, was designed to take further the efforts of the European Union in making the diversity of the European cultural heritage accessible to all and to preserve it for future generations. The event aimed at contributing to the implementation of the Dynamic Action Plan for the co-ordination of digitisation activities, and at fostering discussion on the i2010 initiative for a European Digital Library. The conference gathered leading experts in the domains digital libraries, digitisation and preservation, many of whom represent EU-funded research in the cultural heritage field. Safer Internet Forum 2006
This year's public plenary session of the Safer Internet Forum focused on two topics: 'Children's use of new media' and 'Blocking access to illegal content: child sexual abuse images'. The first half-day analysed the results of a recent Eurobarometer survey on Children's use of new media and presented awareness raising tools and ideas on how to exploit research results for practical awareness raising work. The other half-day was dedicated to issues such as noticing and taking down illegal content, blocking access to child sexual abuse images and server-level filtering of illegal content.
The purpose of the Safer Internet Forum 2006 was to contribute to improve the common understanding of these issues at European level. Participants included representatives of industry, law enforcement authorities, child welfare organisations and policy makers.

OECD Workshop on Digital Content and Public Sector Information

The public sector is a large content producer (including data/information, images, film, etc.). This content is potentially valuable for established and digital content applications and value-added services for commercial and non-commercial use. The workshop dealt with existing OECD work on Public Sector Information (PSI) and assessed possible next steps on the basis of: available economic analysis and metrics of PSI; industry examples and different government approaches. The European Commission's unit 'Information Market', responsible for a Directive on the Reuse of PSI has taken on an active role in the workshop.

WWW 2006 Conference - 15th International World Wide Web Conference

The WWW Conference aims at bringing together the key influencers, decision makers, technologists, businesses and standards bodies shaping the future of the web. Horst Forster, Director at the European Commission, Directorate 'Content', chaired on 23 May a session on 'Semantic Technology - A European perspective' with some of the leading academic and industrial experts in the field. On 24 May, a full-day session entitled 'The Next Wave of the Web' featured presentations and demonstrations given by several EU-funded projects. Horst Forster opened the afternoon session 'Opportunities for the Semantic Web - Research & Development'.

Towards a Cognitive Systems research agenda in FP7: Models and paradigms

Taking into account developments in mathematical modelling, non-standard computing, theories of consciousness, molecular electronics, these two 1-day workshops considered a number of problems: to what extent cognition hinges on our brains' inherent plasticity or on endocrinal phenomena, what use should be made of insights into ways brains work in designing cognitive architectures, whether traditional computational metaphors are sufficient to capture the ways natural organisms incorporate their environment and act in it, whether we need hardware that directly supports cognitive capabilities such as memory and learning, etc.

Towards a Cognitive Systems research agenda in FP7: Cognition and control

Towards a Cognitive Systems research agenda in FP7: Cognition and language

This workshop addressed the role of language in cognition and of cognition in language, and ways of advancing the communication skills of artificial systems. The nine speakers dealt with the wide range of subjects - from language making the artificial systems more acceptable to humans, to language being instrumental in the development of human-like high-level cognition.

Machine translation and human language technologies

Objective of this workshop was to review the academic state-of-the-art and identify key research objectives in the broad area of human language technologies and machine translation. The focus was on the range of core technologies covering both unconstrained speech recognition and understanding as well as translation systems based upon statistical and linguistic knowledge (and hybrids). Facets covered include tools, components, lingware, testing and evaluation, and the move to use open sources as the preferred way to rapidly build peer acceptance and create new market niches. Applications such as voice portals, open domain Q&A, real time understanding of spontaneous speech, and translator toolboxes and benches.

8th meeting of the Public Sector Information Group

The PSI Group is a forum for the exchange of good practices between Member States on re-use of public sector information. It serves as a platform for discussing progress on the transposition of the PSI Directive 2003/98/EC, as well as other issues of common interest in relation to this Directive. This meeting, dealing with issues related to the transposition of the Directive in the Member States, infringement procedures, and policies to promote PSI, included presentations by some Member States, a first presentation of the MEPSIR study (Measuring European Public Sectors Information Resources) and an overview of the OECD work in this area.

Simulation, visualisation, interaction, and mixed realities

The workshop focused on collecting industry requirements (market opportunities and user needs) in the field of interaction & interfaces, but also including simulation, visualisation, and mixed realities. The aim was to understand how to reduce the gap between research and industry and provide a clear, rapid, and sustainable path for technology transfer. Among the topics of discussion were industrial barriers such as user acceptance, robustness, scalability, core technologies, systems engineering, cost reduction, cost-benefit assessment, performance evaluation; and the role of concept proofing, application prototyping and standards.

Safer Internet Day
A total of 37 countries and around 100 organisations took part in this year's Safer Internet Day organised across Europe and world-wide under the patronage of Commissioner Viviane Reding. The key event was a worldwide 'blogathon' for safer internet: a wide range of organisations active in promoting internet made postings on the blog and invited comments from visitors, children, schools and parents. The blog, which included content in several languages, had a geographical focus that moved west through the global time zones, from New Zealand to Argentina. Purpose of this workshop was to review the academic state-of-the-art and to identify key research objectives (5-10 years) in the broad area of natural, intuitive and easy-to-use interfaces. The focus was on the field of human-computer interaction and the new ways to interact with technology, machines, devices and other artefacts, including the move away from an explicit interaction between the user and the computer. Domains covered ranged from personalised, conversational agents, through visual/tactile interfaces, across both virtual and tangible objects, to human-human meeting support, and beyond, e.g. emotional interfaces. Technologies discussed were physical interaction (sensors, tactile & haptics, displays), eye gaze/fixation, body movement, natural scene analysis, spoken and written language, multimodal processing & integration, fusion & synchronisation (e.g. vision/movement tracking/speech), etc.
