Introduction
Unit H3 is part of Directorate H in the Information Society and Media Directorate General, dealing essentially with eInclusion including eAccessibility issues.
Regarding Research Programmes execution in FP6, the Unit is concerned with the eInclusion Strategic Objective of the IST Priority and also the related topics in the Policy Support Priority (managed by the Research DG). It is also tightly related to the AAL for the Ageing Society cross-programme theme.
Regarding Policies activities, the unit has been leading the eAccessibility lines in the 2002 Action Plan of the eEurope initiative, in relation with the Employment and Social Affairs DG and the ESDIS High Level Group. It is now involved in the eInclusion horizontal topic of the 2005 Action Plan.
Regarding Regulatory activities, the unit is handling the accessibility sub-working group of the Communication Committee of the Telecom Legislation Package.
The unit is also involved in related Standardisation activities in cooperation to the Enterprise DG.
Other EU institutions are actively involved in the domain, in particular the Parliament and the Council and they are interacting at various levels with the Commission, in particular through committees and working groups.
Success of EU level actions (like focussing or coordinating) depends largely on activities implemented in Member States, either at the level of government bodies, private organisations or NGOs.
