"Sensing, Monitoring and Control" - Boosting innovation and growth in "Lead Markets"

Lead markets are about creating frameworks for innovation in specific areas of the economy where European firms could have a globally leading role, but where due to reasons related to e.g. burdensome regulation or systemic failures in policy and legislation, this potential remains currently unrealised. The Commission communication was endorsed by the Competitiveness Council at the end of 2006 and the leaders of Technology Platforms were invited to Brussels to discuss the concept of Lead Markets in a meeting with the participation of Commissioner Potocnik and President Barroso. Follow up discussions with stakeholders from ARTEMIS and elsewhere in the Embedded Systems area lead to believe that Sensing, Monitoring and Control may have the potential to become one of these "Lead Markets".
The objective of the meeting is to gather additional information in order to conclude whether Sensing, Monitoring and Control fits the notion of a Lead Market. For this purpose the participants are requested to prepare a short statement presenting your position in relation to the following issues:
- Which new technologies are ready to be taken up in the Sensing, Monitoring and Control area?
- Who are the main actors in this market? Could European firms have a global leading role?
- What are the most promising market segments?
- Is public intervention needed? Are regulations or legislative incoherence across Europe creating market fragmentation?
- Which is the role of Standards, interoperability, IPR and patents?
- Could public procurement help opening this market up?
- Which actions are needed to remove legal obstacles and to foster citizens' acceptance?
